Mahsi, Mr. Chairman. I raised the issue of recreation facilities in general during question period last week. I asked specifically a question so I can make reference to it today. I asked the Minister at that time, what priority she places on sport and recreation. If I recollect right, Mr. Chairman, it was one of the high priorities within the department. So my question to the Minister is, since sport and recreation, particularly recreation facilities, are of a high priority, why is it that one of my community's, Rae Lakes, arena has been moved back for one year? Mr. Chairman, the project for Rae Lakes in last year's capital plan had the project being completed in the 1998-99 fiscal year. In the capital plan we have now, the project is funded again to be completed in the 1998-99 fiscal year, however, rather than phasing the construction period over two years we have it shown in one fiscal year. As a result, the preplanning for the project has been able to be deferred for a year.
In terms of completion of the project, it is still scheduled to be completed in the same fiscal year, but its initiation has been set back one year.

That's the point I'm trying to make. If you look at the overall project for 1995-96 for this particular community of Rae Lakes, could the department tell me how many projects are scheduled for 1995-96? If my recollection is right there's only two projects: one is to do with the two-bay parking garage, and $10,000 this year to do the new development area in terms of land. The total community, Mr. Chairman, is estimated, I think, at $220,000 for the year. It's only one minor project and one significant project for a two-bay parking garage. But if you look at other communities throughout this department, there are about four or five projects, or even more in some cases, and this community is going to get only $210,000 for 1995-96.
So I'm just wondering where the equity is within the system, particularly in this department. It doesn't seem like they're being fair in distributing various projects. I know for a fact that the arena was placed on a high-priority list for the community, which the government did not take into consideration. So I do want to do know if the department has given only two small projects to this community for 1995-96.

Thank you, Mr. Chairman. The department has a capital planning process that involves setting targets for each of our capital program areas. Based on all of the capital plan submissions that have come in from communities, we've attempted to priorize based on the projects that come in for each of the programs based on their needs. In the sport and recreation area, the arena project for Rae Lakes was identified for 1996-97, as opposed to 1995-96 because of the target level that was set for that particular program and all the projects that had been submitted under sport and recreation. That's in recognition also of the fact that the department has maintained the level of funding in the sport and recreation program, more or less at a consistent level over the last number of years.
There is another review that goes on of capital projects in the scheduling of capital projects that occurs at the interdepartmental committee on capital planning, in which they do take stock of the total government capital that will be taking place in the community itself. I don't have the information on what the total capital plan is for Rae Lakes, but that might have been another factor as well that played in the scheduling of the arena project.

Mr. Chairman, maybe I shouldn't be too critical of this particular department because they're the only department that at least gave two projects to Rae Lakes; no other department has from within the government. But I still think that the arena, which was a high priority on the list for the community, should be reconsidered by the department. So I strongly suggest this to the Minister, because her department is the only one currently going to be implementing these two projects. The other departments in the government haven't scheduled any capital going into that community, so I wonder if the department could reconsider fast-tracking the arena to 1995-96.
