Mr. Chairman, the town of Fort Smith undertook a recreation master plan which identified a long-range plan to upgrade facilities in their community. The pool and curling rink are in dire need of replacement, the community gym is required and the arena needs to be renovated to extend its life. The town intends to have all of these facilities located in one central location, if possible, and have set out a plan to see a major recreation complex, which would include an arena, pool, gym, curling rink and a joint use area. There is a series of budgets required over the life of the five year plan, which would see $400,000 in 1995-96; $984,000 in 1996-97 and $804,000 in 1997-98. That should total the $2.375 million.

Mr. Chairman, the answer is just a little difficult to respond to exactly. A number of the projects that are included in this recreation complex are either basic or additional under our municipal capital assistance policy. The components that are basic will involve a 30 per cent contribution by the town on the first $100,000 and a 20 per cent contribution on the next $900,000, and a 10 per cent contribution on any amount greater than that.
The work such on the curling rink, which would be an additional project would involve 100 per cent contribution by the municipality on the first $100,000, and they would be required to pay 75 per cent on the next $900,000 and any amount over that.

Do you require the money up front before you will proceed with this project, or are you taking it on the basis that Fort Smith will be paying those costs? Is this $2.3 million
the whole of the project, or is that just part of the project? Maybe the project is $5 million and this is just part of it, and the rest Fort Smith is covering.

Mr. Chairman, this budget is shown as a contribution, and for projects that are a direct contribution to a municipality, the total amounts don't include the recoveries or the contributions for the municipalities. So what's shown here is the net amount. The contribution of the municipality would be over and above the amount shown in the budget. So the project in total is greater than the $2.3 million. We would have to add the community contribution on top of that to get the total project budget.

Mr. Chairman, the municipality would budget for their share of the project, and would manage the project directly themselves. We would make our contribution to the municipality, and make our contributions based on an accounting from the municipality which would indicate that their share had been made to the project.

What happens to the arena and the curling rink that now exists? Is that turned over the government as an asset, or does the community get to keep it and just get money from this government to make further improvements? What are the arrangements with regard to the old facilities?
