Mr. Chairman, by October of this year, the existing solid waste site was projected to be full. If they had continued dumping there, it would have meant that solid waste would have been dumped into -- I don't know how to say it and I apologize to the Inuit Members -- Koojesse Inlet, or over the rock outcrop into the area of an old waste site. Neither of these options were acceptable to either Iqaluit, the
regular agencies or ourselves, so we issued a special warrant to enable them to get a new solid waste facility. Thank you, Mr. Chairman.

With regard to the community hall in Lutsel K'e for $510,000, there's an item in the document that says that the total project cost will be fully offset by the cancellation of the arena project scheduled for this community. My question to the Minister is, how can the Lutsel K'e community hall project be fully offset by the cancellation of the arena project that is scheduled in future years? It's a future year project which hasn't even been approved yet by anyone, so how could you offset it in this year?

Mr. Chairman, as is the right of any community to suggest how they would like to manage the capital plans that are allocated to their particular community, they look at a three-year or a five-year capital plan and they made a suggestion to us whereby they would bring forward a particular project and forego it for something else for a community hall. We looked at it in the light that it would save us money. And, consequently, we agreed with the community and were able to reallocate those extra funds down the road to some other community, Mr. Chairman. Thank you.

I understand what the Minister is saying, but wouldn't the Minister agree that this particular project was fast-tracked? I understand that the total cost of the arena was at a certain price, and the total amount of this community hall had a certain price tag on it which was substantially lower than the arena, from my understanding. So in order to accommodate the community, they fast-tracked this project so that it could be built this year. Am I correct, Mr. Chairman? Thank you.
