Thank you, Mr. Speaker. Mr. Speaker, I wouldn't say that the funds would be allocated to the agencies. What I would envision is that the funding would be available to the agencies to allow them to provide the resources that they need to get together to collaborate, to work out the mechanism and their own plans on how they would see community programs being delivered within the community. Our department would provide the resources through funding sources or the resources from staff to assist the community municipal government and the community organizations to get together and try to reach agreement on that mechanism.
