Thank you, Mr. Chairman. I think at $30 million, this issue is of concern and it is of concern in our overall budget. If $30 million could be eliminated, then it solves a lot of problems for us. However, a report is in the process of being prepared. It has been studied, hearings have been held. I would feel uncomfortable at this time to deal with this motion on a positive basis on my end. I want to have the opportunity to hear what the results of that will be and what a revised BIP might look like or recommendations on the elimination of the BIP. That, to me, is very, very important. I am not, at this point, against the gist of the motion, but I'm going to vote against it because I want to ensure that I have the opportunity to see what this future report that the department is preparing will be.
