Mr. Speaker, I move, seconded by the honourable Member for Nahendeh that Bill 23, An Act to Amend the Elections Act be read for the second time.
The bill amends the Elections Act to permit voting in the office of the returning officer, to provide for mail-in voting, to clarify the circumstances under which proxy votes may be used, and to clarify the procedures for inquiring into and prosecuting violations of the Act. New provisions are added to restrict election related spending in the six month period proceeding the commencement of an election campaign. The bill also makes technical amendments standardizing provisions for the posting of notices under the Act, changing the day on which nominations close, providing that a tie vote resulting after a recount will be resolved by the drawing of a lot, clarifying the offence of voting more than once at an election and providing for a number of other minor changes to the Act.
