Thank you, Mr. Speaker. On the circumvention of the Act or perceived circumvention, if that is brought forward to this government to an individual Minister - as the Premier is now coming back to tell me that indeed the individual Ministers have the right to take that and look at it how they choose and then enforce the Act or not enforce the Act - or is the Premier saying that it goes to the Premier who has ultimate responsibility for the government to make sure that the policy is enforced and not circumvented?
