Usually this is done through the operations of their concession as part of the arena operation but there is an expectation there would be some local fund-raising related to the operations of the arena facility. I understand the territorial government funds this at a 50 percent ratio. Once the infrastructure is in place, is this government required to supply the communities with the O and M funding for its infrastructure?

One of the criteria that has been used by the Infrastructure Management Committee has been there has been some demonstration by the applicant for the funding that the operations and maintenance funding is in place, so once the infrastructure is built, it will continue to be maintained and operated to get a useful life out of the facility. In every instance, it may not be the Government of the Northwest Territories' responsibility. Before the infrastructure is built, pursuant to or in line with our own program standards and criteria, we would endeavour to ensure that our share of the operations and maintenance funding is built into the operating contributions we give to communities. Not every facility that is built under that program would become the operations and maintenance responsibility for funding by the territorial government. Thank you, Mr. Chairman.

Thank you, Mr. Chairman. The department has shown a 5 percent reduction across the board for O and M funding for communities. In some communities that represents one PY. How does the department expect these communities to take on these programs from the other departments through community empowerment, if in fact they do not have funding to pay these people to implement the programs? Is there going to be funding for the PYs that come with the program transfers?

Thank you, Mr. Chairman. Mr. Chairman, part of the community assessment process involves looking at how the community is operating the programs and services it has now. Part of the benefit of doing that assessment is sometimes we can identify with the community where they can save some money through efficiencies or changing the way they deliver or operate a service. It is our intention to assist the communities to better manage the resources they have. No doubt in some communities this will mean some changes in the way they operate. It is consistent with what is going right across the country and in government as well. We do see our role in MACA as being there to work with the communities, to help them find those deficiencies and to minimize the impact of those reductions. Thank you Mr. Chairman.

Mr. Chairman, half of the question was, will funding be supplied to the communities in the form of operating funding if they do in fact take on programs which require more PYs in that community? In other words, I have a concern for more than my communities that they would consider taking on an income support program, but the funding identified for that program is only for half a PY. If the government was to do it, they would have to put in a full PY. Why should the community to be asked to do it for half of a PY?

Thank you, Mr. Chairman. With the transfers that we have done, if a program is transferred to a community, it comes with the PY. If the PY was half before we transferred it to the municipal government or the local government, then it is half. What was is what is transferred over to the municipal government.
