Thank you, Mr. Chairman. My other question is that we have heard from the other departments, I believe it was Mr. Kakfwi's department, that communities would be responsible. If they take on contracts from the government, they would be responsible for implementing the BIP program. I want to know where they can get funding to hire someone to keep track of this BIP program and how it is going to be spent through these contracts. Obviously this government has stated it is costing them X number of positions in order to keep track of the BIP program and how it applies to different contracts and whether or not the contractors are living up to the BIP. Where is the community going to find the money to keep track of these contractors and whether they are living up to the BIP? Thank you.
