Thank you, Mr. Speaker. Mr. Speaker, each May of the fiscal year, the Premier, Mr. Morin, sends out a letter to each town, municipality and hamlet asking them to prioritize their capital requirements for that year. I expect that, indeed, under this five-year capital planning process that the Minister of Finance, the Premier or someone would be asking their communities should they go ahead with this, what programs they would pick.
