Thank you, Mr. Speaker. I am not sure I understand the question. As I had previously indicated to the Member, this government is responsible for funding the operations of the Nunavut region only for approximately five more months. There is no way that a program could be started in January that would take in the students who had already completed an access program, and have it concluded by March 31, 1999.
Unless there is a commitment on the behalf of the Nunavut government to carry on the program, there is no point in starting the first year of an ongoing program, so what we are doing is providing an upgrading program. The Government of Nunavut may choose to fund the program through Nunavut Arctic College or they may choose to support students to take the course here in Yellowknife. We do not know yet what the final result will be with the Government of Nunavut but we are confident enough that students from Nunavut should get the access program because they will find a way, I am sure, to continue on with their studies.
