Mr. Speaker, this was the recommended course of action that we had two years ago. We could not do it as a joint effort with the federal government at that time because of weather. Last fall, again the effort was to be made to carry out this plan. The Inuit communities and leadership asked if we could take the time to come up with a more acceptable option in addressing the issue. I agreed, while there is a real need to do something, I felt it was far better to lean to allowing the first users, people who depend on the caribou to develop a plan of action that would be acceptable to them, supported, managed and executed by them.
