Thank you, Mr. Speaker. Mr. Speaker, the boards and divisional boards are funded on the basis of enrolment through a block funding arrangement. It is based on the pupil/teacher ratio. It is one of the components used in calculating that figure. Once the money is given to the divisional boards and the DEAs, then they have a significant amount of latitude under the new legislation in terms of how they want to do that, in terms of classes - do they want to have student counsellors, so there is a considerable amount of flexibility at the community level in terms of how that money is spent.
