Thank you, Mr. Chairman. I take it by the Minister's comments that now we do build roads to access resources. However, he has used the explanation that we are obligated. The Department of Transportation is obligated to build roads to communities. If that is the case, is his planning so short-sighted that he has to come to us mid-season, halfway through the year, to put in for the money? Why did he not go through the normal planning route? Why did he not use the normal process?
