Thank you, Mr. Chairman. I can reply to the extent that we have been given some explanation from Public Works and Services. Essentially, what they are saying is, because of considerations of security and also considerations of how this fibre-optic network is managed in concert with our wide area network which serves the entire Government of the Northwest Territories, they deemed at the time they were evaluating these RFPs that it was preferable and in the government's best interest to contract what they called a dark fibre option. This means they just contracted for the fibre-optic lines themselves, with the equipment on the ends of the lines being owned by the government and managed by Public Works and Services. They saw it as a better security option and they saw it as a better option for overall management of our wide area network.
Whether it would be possible to patch-in other providers who were managing sub-components of that overall system, technically, it would probably be possible, but not desirable from their standpoint with respect to the overall system.
