Thank you, Mr. Chairman. The department, about two years ago, established what has been called an accountability framework for divisional education councils. We have a similar type of arrangement with the College. Under that accountability framework, the councils are required to do a number of things. One is their requirement to submit a budget for the Minister for review. Secondly, they are required to submit a program plan in how they plan to deliver the programs, and third, they need to report on results at the end of the year. We use those to monitor performance, and it does provide the councils with some flexibility in terms of how they do it. We want to ensure that the results from the work are appropriate to the plan.
