Mr. Speaker, I think we should get something clear right here, that the strategy indicates what this government would like to see for new roads and for all roads, and it indicates what would be needed to complete those roads. What we are talking about here for the new roads, the funding for new roads has to come from sources other than from this government because we do not have the capacity or the mandate to build a new road.
