Thank you, Mr. Speaker. My question today is for the Minister of Finance. I know that in the past three budgets and a lot of discussion we've had in the House, we've tended to focus a lot on revenue and, in fact, the deal we are not getting from the federal government and not so much maybe on the expenditure of programs and services that we are already providing and maybe not to the degree that we should be questioning whether or not we are getting value for money and whether or not these programs are effectively meeting their stated objectives. I would like to ask the Minister of Finance if, in fact, he's given direction to the departments that they should be doing that before we start talking about layering more money on top of the programs and services we are already delivering.
