Thank you, Mr. Speaker. Mr. Speaker, the intent, along with a review of the emergency and the review of the clinics, is to come up with a more effective and efficient use of the resources we have to ease some of the burden on the emergency unit, where 40 to 50 percent of the people in emergency don't really require emergency medical care, and to better rationalize and make more efficient the current three small clinics that are scattered in the downtown area, many without any capacity to do some of the basic duties that a clinic in fact should be doing.
