Thank you, Mr. Speaker. As I previously said, the questions by the Member and by the Member for Range Lake played a part in that. It also became clear that the issues went far beyond the usual turmoil that you would expect from moving from one facility to a new facility and a change in the model. At one time, that was what we thought was the largest part of the problem, but, when the issues persisted after the change, it became clear that we had to look deeper for what the problem might be.
