Thank you, Mr. Speaker. Mr. Speaker, I'd like to ask the questions to the Minister of Industry, Tourism and Investment, the Honourable Brendan Bell. It has to do with the business incentive policy and the Minister knows that I have some concerns about one aspect of the business incentive policy and that is the five percent local preference that is applied to contracts when the contract is put out to tender and the bid comes back from a specific community. There's no issue with that particularly, but when the goods or services that are procured are actually for territorial consumption, does the Premier, or, pardon me, does the Minister agree that to give one company the advantage of a five percent local preference when the goods are going to be distributed territorially is a fair practice?
