Mr. Chair, the capital planning process for major projects in this government goes in stages. The first stage, in terms of the school, is to complete an education plan to look at the future requirements for facilities to operate the education program. The next stage, which I think is common to all major projects, is to complete a planning study which actually includes the preliminary design of the building so that the scope of the building and the actual cost of the building can be estimated. At
that point a project can be considered by the government for inclusion in the capital plan. Thank you.
