Ministers' Statement 2-12(1): Living Within Our Means December 8th, 1991

Thank you, Mr. Chairman. Mr. Chairman, the Ministers' Statement entitled "Living Within Our Means" made today that has been moved into committee of the whole -- I do not think that we can discuss this particular statement at this time without dealing with Tabled Document 3-12(1) entitled "Strength at Two Levels." Mr. Chairman, I think both the tabled document and the Minister's statement would have to be discussed at the same time, and since the tabled document is not in committee of the whole at this time, I do not think it would be appropriate to discuss it at this time. Mr. Chairman, I move to report progress.

Question O5-12(1): Delivery Of Heavy Equipment December 8th, 1991

Thank you, Mr. Speaker. Mr. Speaker, my question will be directed to the honourable Member for Tu Nedhe as Minister of Public Works. Mr. Speaker, the Department of Public Works purchases equipment on behalf of different departments, and my understanding is that the department has already purchased three pieces of heavy equipment. I believe one is a dry-chemical fire truck, one is a front-end loader, and a vehicle. Could I ask the Minister --when the department undertook this initiative, surely they had a plan in place to deliver them to the community. Could I get a copy of that plan as to how they are anticipating to deliver those vehicles to that particular community? Thank you.

Question O3-12(1): Transporting Of Equipment To Snare Lake December 8th, 1991

Thank you, Mr. Speaker. I would like to direct my question to the Minister responsible for Municipal and Community Affairs. The department has purchased equipment for the community of Snare Lake. Could the Minister provide to me, verbally or written, information as to how he manages to bring in the equipment to that community?

Question O1-12(1): Winter Supply Road To Snare Lake December 8th, 1991

Mr. Speaker, I am having a difficult time trying to understand what the Minister is trying to say here. Is it my understanding that the Minister is saying he is consulting with a number of people and various departments? If that is the case, could I ask him what time frame we would be looking at? He indicated that in 1991-92 the road would be going in, but based on the number of things to go in. So he has currently undertaken that study. But when will I know or when will this House know what time period he is looking at?

Mr. Speaker, maybe I am addressing my question to the wrong Minister. My understanding was that the Department of Transportation is supposed to be a co-ordinating department with the Housing Corporation, Government Services, Municipal and Community Affairs, Public Works and so forth. That is why I directed my question to the leading department. Their mandate is to build roads. So what has the department done in consulting with the other departments to date?

Thank you, Mr. Speaker. My question will be directed to the Minister of Transportation. According to this Press Independent report, could I ask the Minister if the

department will be putting through a winter supply road to the community of Snare Lake this fiscal year?

Winter Road To Snare Lake December 8th, 1991

Thank you, Mr. Speaker. Mr. Speaker, I rise today to express my concern that due to cutbacks by this government a very important winter road may not be built to one of the communities in my riding. Mr. Speaker, the whole issue was laid out fairly well in Friday's edition of Press Independent. Mr. Speaker, by not having this particular winter road there are going to be some very serious problems for that particular community. The community I am referring to is Snare Lake.

Mr. Speaker, I will be questioning the appropriate departments today during question period with regard to why they are not providing this winter road as was planned last year. We delayed a winter road going into that particular community because we could not justify the amount of stuff that was supposed to be going into the community.

My understanding was that this particular winter road was going to go through this year, but according to the Press Independent it does not look as though that is going to happen, and later on this afternoon I will be questioning the appropriate departments. Thank you.

Motion 3-12(1): Appointment Of Government Leader, Carried November 13th, 1991

Thank you, Mr. Speaker. Mr. Speaker:

WHEREAS section 55 of the Legislative Assembly and Executive Council Act requires that there shall be a Government Leader chosen by this Legislative Assembly;

AND WHEREAS this Assembly is prepared to name a Government Leader;

NOW THEREFORE, I move, seconded by the honourable Member for High Arctic, Mr. Pudluk, that the honourable Member for Nunakput be named Government Leader of the Northwest Territories.
