Question O138-12(2): Policy For Protecting NWT Environment February 23rd, 1992

Mahsi, Mr. Speaker. I have a question for the Minister responsible for the environment. As a person that grew up along the Mackenzie River, I had the opportunity to enjoy life on the river. Since growing up, I have noticed a great change in the river. There is a lot of pollution coming into our area through the water. There is a river from BC and another one from Alberta and some from Saskatchewan. As well, we are hearing there is pollution coming into the North through the air currents and so forth. Does the government have any overall policy or plan of action on how to address this serious and growing concern in the North? Mahsi.

Question O106-12(2): Quarterly Funding For Divisional School Boards February 19th, 1992

Thank you, Mr. Speaker. I have talked to the financial people in the Deh Cho Divisional School Board. They take their job very seriously, and they indicate to me that they do a financial plan for the whole year. As you know, the year end is coming very soon, at the end of March. They are in limbo as to what is going to happen. So the sooner they have some sort of indication as to what is going to happen, the better. For people like myself who have students in school, especially in Simpson where we do not know whether we are going to have grade 11 or 12, we need to know as well. So would the Minister tell the House as soon as possible what kinds of plans they have? I would appreciate that. Mahsi.

Question O106-12(2): Quarterly Funding For Divisional School Boards February 19th, 1992

Thank you, Mr. Speaker. I have a question for the Minister of Education. Yesterday I questioned the Minister about the monthly educational grant payments, and I know that all divisional school boards in the North are very concerned about this quarterly funding. Yesterday you indicated that your department has developed a paper that you will be taking to the Executive Council, and the Executive Council has not made a decision on how they are going to deal with this yet. Can you tell the House when you will be presenting this paper to the Executive Council?

Question O95-12(2): Environmental Meetings Between Bc And Nwt February 19th, 1992

Mahsi, Mr. Speaker. Last December I talked about the concerns of the people who live in Liard along the Liard River just 20 miles from the BC border. My concern is, will there be any meetings that are going to take place between the BC government and the Government of the NWT in regard to environmental problems that are going to be arising from the type of logging that they do in BC, which is clear-cutting? This is probably directed toward the Government Leader.

Contamination Of Liard And Mackenzie Rivers February 19th, 1992

Thank you, Mr. Speaker. I have concerns about the Mackenzie and Liard Rivers. My constituency is in the middle of the confluence of the Liard River and the Mackenzie River. I was raised along the river and am very concerned about the river. About three years ago there were a lot of fish floating down the river in the middle of summer. There were fish such as suckers, arctic grayling, et cetera. Over the last couple of summers, we have not been able to catch arctic grayling. We call them bluefish. Last summer, I went to all the traditional fishing spots; however, I was not able to catch arctic grayling. We, in my area, are all concerned that something is going wrong with our river.

I spoke about this in December with regard to clear-cutting in British Columbia, and the possibility of environmental damage in that area. Recently, members of the Fort Simpson Dene Band travelled to northern Saskatchewan. They found out that there is an environmental process going on for the development of five more uranium mines. Presently, there are three uranium mines operating there. I am told that the rivers in that part of the country eventually flow into our part of the country. We are concerned that any type of pollution that may be dumped into the river eventually makes its way into the Liard River or the Mackenzie River. I think everybody in the North should be concerned about this, especially the government.

Let it be known that we are concerned about it. I will be asking more questions later on in question period. Mahsi.

It is a question for the Minister of Health regarding the hospital in Simpson. Yesterday I asked if it was possible for me to receive some in-house working papers that you had, but you never answered me. Is it possible to get something from you on this?

Question O85-12(2): Monthly Educational Grant Payments February 18th, 1992

Thank you, Mr. Speaker. The Deh Cho Divisional School Board in Simpson is using the interest from the quarterly funding to fund grade 11 programs in Simpson. The government decided not to fund them last year, so they are using the interest, presently, to fund grade 11. They want to increase it to grade 12, and if you cut the quarterly funding to a monthly funding, then we will lose that interest payment. Are you saying that you will negotiate with the Deh Cho Divisional School Board, the grade 11 and grade 12, as they were planning to do this year? Mahsi.

Question O85-12(2): Monthly Educational Grant Payments February 18th, 1992

Mahsi, Mr. Speaker. My question is to the minister of the Department of Education in regard to quarterly funding. In December I asked some questions about it, and you were contemplating changing the educational grant payments from quarterly to monthly instalments; and if there is a change, then there will be a considerable loss of revenue to divisional boards of education. These revenues are currently used to supplement the grant in the delivery of programs and services. Can you tell the House what has happened up to date and how you are going to deal with this situation? Mahsi.

I have a written question for the Minister of Education. Would the Minister please outline all procedures regularly used by the Akaitcho Hall management and supervisors respecting:

a) the approval and follow-up supervision of students' requests for special leave or other extended absence from the residence;

b) the training and evaluation of dormitory supervisors at Akaitcho Hall;

c) informing parents when students are unexpectedly absent from the residence or are experiencing difficulties;

d) contacting other authorities when students are unexpectedly absent from the residence. Mahsi cho, Mr. Speaker.

Question O67-12(2): Study Of Hospital In Fort Simpson February 17th, 1992

Thank you, Mr. Speaker. A last supplementary. I would like to ask the Minister of Health if he has any internal reports. Is it possible to have copies of any reports from discussion, including your in-house reports? I would like to see your statistic numbers, because I think we have our own numbers from Simpson. I would like to see if we are using the same numbers; so if it is possible to get reports, I would appreciate that. Mahsi.
