Mr. Kakfwi will be attending a meeting of federal, provincial, and aboriginal representatives in Ottawa on March 12, to do a preliminary assessment of the Report of the Special Joint Committee on a Renewed Canada. The meeting will be chaired by the Hon. Joe Clark, Minister responsible for Constitutional Affairs.

Mr. Kakfwi will also be attending the sixth National Unity Conference, which will deal with first peoples and the Constitution on March 13, 14, and 15. Thank you, Mr. Speaker.

Mr. Speaker, I am pleased to advise this House that Bill C-35, the Miscellaneous Statute Law Amendments Act 1990, was given Royal Assent on February 28, 1992. Included in this act is an amendment to the Municipal Grants Act (Canada) which will provide the authority for Public Works Canada to pay grants in lieu of property taxes for certain federal property.

This amendment will provide partial relief to tax-based municipalities and this government on the long-standing issue of unpaid federal grants in lieu of taxes. Since 1986, the Department of Public Works Canada had suspended payment of grants in lieu of taxes on certain federal properties, pending amendment of the Municipal Grants Act.

Mr. Speaker, while the payment of grants in lieu is at the discretion of the Government of Canada, we do expect payments will be made now that the amendment is law. The Department of Municipal and Community Affairs has estimated, based on the applications submitted to Public Works Canada for grants in lieu, that the municipalities will receive a total of approximately $2.7 million. These payments will be for vacant federal lands reserved for Indian use and for federal lands and improvements reserved for other federal departments.

Unfortunately, Mr. Speaker, the federal government's opinion is that this amendment does not authorize the payment of grants in lieu of taxes on federal lands reserved for Indian use that contain improvements, and therefore they will not pay on these lands and improvements. is of the opinion that these improved properties reserved for Indian use no longer fall under their management and control and therefore are not subject to the payment of federal grants in lieu. The Department of Indian Affairs and Northern Development claim that federal funding for the payment of grants in lieu was earmarked and transferred to the Government of the Northwest Territories as part of the 1969 agreement for the transfer of housing.

In the opinion of this government's legal counsel, the amendment to the Municipal Grants Act (Canada) gives the Government of Canada the authority to pay all of the outstanding grants in lieu of taxes, including those lands with improvements for which the Government of Canada has stated they will not pay.

The position of the Government of the Northwest Territories, Mr. Speaker, is that grants in lieu were clearly not part of the housing transfer agreement entered into between the Minister of Indian Affairs and Northern Development and the Commissioner of the Northwest Territories in 1969. The fact the federal government continued to make payments on these properties from 1969 to 1985 supports this view. In addition, while management responsibilities for the lands were transferred to the Government of the Northwest Territories, legal land title transfer did not occur, showing continued federal interest in the land. The fact, the federal government specifically states, in the agreement, their continued ownership of the properties. In the opinion of the Government of the Northwest Territories, this ownership indicates that the federal government continues to have a degree of management and control interest in the properties.

Mr. Speaker, we understand that Public Works Canada, western region, will be issuing cheques to the tax-based municipalities to cover grants in lieu of taxes that have been held back since 1985 pending amendment of the Municipal Grants Act. It has been estimated that Fort Simpson will receive $37,000; Fort Smith $136,000; Hay River $176,000; Inuvik, $825,00; lqaluit, $697,000; Norman Wells, $100,000; and Yellowknife, $785,000. The amounts are to cover those federal grants held back during the period 1985 to 1991, pending the approval of the amendment to the Municipal Grants Act (Canada). These amounts are estimates only, as Public Works Canada, western region, is still in the process of reviewing the assessments done on these eligible federal properties, and these amounts do not include still-disputed payments on certain federal properties or payments made in the normal manner by Public Works Canada.

While this is no doubt welcome news, Mr. Speaker, it is, unfortunately, not a total solution to this long-outstanding issue. These payments will cover only a portion of what we believe is owed to the tax-based municipalities and this government. While these payments will alleviate some of the problems that are being experienced due to the failure of the Government of Canada to meet its obligations, it will not result in municipalities getting all that is owed.

Mr. Speaker, your government fully intends to vigorously pursue this issue until the Government of Canada accepts its full responsibility to pay grants in lieu on those properties still in dispute. Thank you.

If I may, Mr. Speaker, today I would like to take the opportunity to pay tribute to Mr. Shorty Brown of Yellowknife and publicly express our gratitude for his outstanding efforts in conceiving, implementing, and successfully completing "Project Arctic Ice Skates."

Mr. Brown and many others began the crusade to provide every child in the Northwest Territories with a pair of hockey skates in November, 1990. At the time, Mr. Brown, who has over 45 years of personal involvement in ice hockey in the Northwest Territories, observed that over the past few years opportunities to participate have grown rapidly as ice rinks have been completed in many of our communities, but that many young people were prevented from fully using these facilities because they did not have equipment.

Through Mr. Brown's efforts, Mr. Speaker, this is no longer the case today. I am pleased to report that Shorty Brown and his many tireless volunteers have reached their goal of providing over 4800 pairs of new and used skates and more than eight tons of hockey equipment to our youth throughout the Northwest Territories.

It is this type of vision and ambition, Mr. Speaker, that makes the Northwest Territories the special place it is to live and raise a family. Volunteers like Mr. Brown serve our youth, our communities, and our Territories unselfishly and tirelessly.

Nothing short of the highest praise is due to Shorty Brown and his group of volunteers for "Project Arctic Ice Skates." Mr. Speaker, I am sure Members will join me in offering Mr. Brown, and the host of volunteers and companies who worked with him, our grateful appreciation for "Project Arctic Ice Skates." Thank you, Mr. Speaker.

Thank you, Mr. Speaker. I rise today to give a statement on Our Lady of Fort Providence Catholic Church in my home constituency. As all Members are aware, the church has been shut down since the fall of 1989. Since that time, I have asked the Department of Culture and Communications to provide the funding necessary to stabilize and restore this historic property.

During the first session of this Assembly, I lobbied aggressively to have this funding made available so that the church could be open in time for the Christmas holidays. Unfortunately, I was not successful in my attempt. I would like all Members to know that the stabilization and restoration of this church remains a priority of mine. It remains of great historic and cultural significance to the people of Fort Providence.

I know that the 1992-93 capital budget contains funding of $251,000 for Our Lady of Fort Good Hope Church in Fort Good Hope. I understand that this church is recognized as a national historic property and the funding for its restoration is cost-shared with the federal government. Mr. Speaker, I have

I would ask the cabinet to develop a consistent policy that sets out the priorities and requirements for funding historic property so that the rules are known by all. In the meantime, our church at Fort Providence continues to sit empty. I will continue to lobby to ensure that this does not continue. Thank you, Mr. Speaker.

Importance Of Education In The Nwt

Thank you, Mr. Speaker. I would like to make another statement on education and its importance in the NWT. I made a statement two weeks ago on what I see as one of the failures of our education system -- the lack of graduates. I said at the time that education, especially kindergarten to grade 12, should be one of, if not the top priority of the Legislative Assembly. Since that time the standing committee on finance, of which I am chairman, has set kindergarten to grade 12 as one of its priorities over the next four years.

Mr. Speaker, last week one of the Members on the other side of the House, who will remain anonymous, approached me about this issue. That Member stated, among other things, that I should not be so critical of the education system and the teachers in that system -- an education basher, I believe was the term used. I think some Members seem to have misunderstood what I am trying to say, so I will try to clarify it today.

First of all, I have never criticized the teachers in our system, nor would I ever. I know that in my own region, our teachers are very dedicated and hard-working. They deserve nothing but praise. However, the fact remains that there is something fundamentally wrong with the system when we cannot get our kids through kindergarten to grade 12. It is our responsibility -- Members of the Legislative Assembly, cabinet and the Minister of Education -- to ensure that this system is improved. To do this we have to pay more than lip service to the problem. We have to develop both short and long-term plans. I do not believe that this is education-bashing. On the contrary, I think it is simply being prudent.

Mr. Speaker, sometimes I am told that I wear my emotions on my sleeve. But to me, education of my children and your children is an emotional issue. It is about kids; it is about their future. It is not a philosophical issue that we sometimes debate in this House. It is a real issue. It is about developing concrete strategies to get our kids through kindergarten to grade 12 and into post-secondary studies. It is about developing leaders of tomorrow. It is about ensuring that the quality of education is the same in Pangnirtung, Rankin Inlet, Inuvik and Yellowknife. It is about ensuring that our kids can get jobs and that they have some hope for the future.

Mr. Speaker, I do not believe I am an education-basher. What I am is afraid....

Something Lacking In Mode Of Transportation Used For Postal Service

Thank you, Mr. Speaker. Mode of transportation has traditionally been a slow process. Inuit travel by dog teams in the winter and travel with kayaks and umiaks in the summertime. Some even walk, both in the winter and during the summer. My father has told me stories of when he was a boy, how they would walk to Baker Lake from their camp to trade for tobacco and other necessities for their camp. These trips would take him a week to two weeks. When the traders first started coming north, mail had to be delivered to Churchill, Manitoba, at least in the Keewatin Region. A person would go down to Churchill by dog team, and this would take anywhere from four to six weeks, depending on weather, dogs, food, et cetera.

However, Mr. Speaker, in this day and age, not only do we have dog teams and umiaks, but we have snowmobiles, boats and motors, cars, trains, and airplanes. These modes of transportation could take us thousands of miles in a matter of hours, and what concerns me is to go to the post office and find out that something that I or my wife had ordered two weeks ago is still not in.

Mr. Speaker, Mr. Pudluk made a statement regarding this same subject during this session, and I am merely trying to make it apparent that in the East we still have some basic infrastructure problems, and this is one of them. Thank you, Mr. Speaker.

In Sanikiluaq, when there is an emergency, they do not have any rescue boats that would be appropriate to use during an emergency, so I would like to ask the Minister if they could put this project into the capital estimates. Thank you, Mr. Speaker. I have a return to an oral question, Question O285-12(2), asked by Mr. Pudluk on March 9, 1992, on local input in study of Peary caribou. The survey of the Peary caribou in the High Arctic is being conducted by Dr. Frank Miller from the Canadian Wildlife Service. The study is part of a federal/territorial research program organized under the RENEW, recovery of nationally endangered wildlife, program. A biologist from the Department of Renewable Resources is the chairman of the Peary caribou RENEW program.

The communities are aware of this research program and know Dr. Miller, who has done research on Peary caribou in the High Arctic for many years. However, to ensure that Dr. Miller is aware of the concerns raised by Mr. Pudluk, the Department of Renewable Resources is writing a letter to Dr. Miller. The department will ask him to contact the communities before the survey is conducted to discuss their

concerns. The Department of Renewable Resources is as concerned as the residents of the High Arctic about the future of the Peary caribou. I would like to commend the communities for their conservation efforts and for their interest and support in the RENEW research program. Thank you.

Thank you, Mr. Speaker. This is a return to an oral question, Question O228-12(2), asked by Mr. Gargan on March 2, 1992, regarding contribution agreements to communities. The arrangements that this department has with municipal corporations on their quarterly operating contributions are the same as they have been for some time.

As hamlets are a separate, distinct level of public government, unconditional hamlet funding is provided to the municipal corporations on a quarterly contribution basis. This procedure allows the hamlets to anticipate their revenue on a regular basis and to more accurately project their cash flow requirements.

However, special circumstances prevail for the 1992-93 fiscal year. Because the 1992-93 main estimates will not be introduced to the Legislative Assembly until June 1992, the government will operate on an approved interim appropriation from April until July. This interim appropriation will not allow us to provide a full second quarter contribution; so payments for July through September will be paid to hamlets on a monthly basis. Thank you.

Thank you, Mr. Speaker. I have a return to oral questions, Questions 0170-12(2) and 0171-12(2), asked by Mr. Lewis and Mr. Todd on February 26, 1992, concerning students. The Department of Education is currently providing funding for two students from the Northwest Territories to attend high school in southern Canada. Both students have exceptional emotional needs. One is attending school in British Columbia, and the other is attending in Alberta. A few other students of high school age are also supported by the Department of Social Services for treatment in residential facilities in southern Canada.

The Education Act provides the general authority for the delivery of education programs and services. A directive on special needs education was developed in 1986. In 1991, the department published "Our Students, Our Future - An Educational Framework,' which provides the philosophical direction guiding all education programs and services. Respecting that philosophy, a new policy on special needs education is being drafted.

I think I am going to have to wait for Mr. Ward's assessment and also the assessment of the other supervisors on staff before I would be able to make such a decision. If we were to attempt to close our operation in the Canadian Pavilion, it would be a blow against the Northwest Territories and we would also be letting Canada down, Mr. Speaker, and I really must take those things into consideration. I will however, take into account any recommendations from the on-site staff who may wish to change some of the activities in that particular operation for the better of the NWT. But as far as making a decision and saying, "Yes, I will close it," or recommending to cabinet that we close it, I cannot say that without knowing all of the circumstances.

I can inform the Member that there is a program under which an application can be made for funds to provide the reserve with the emergency radio equipment that he is describing. In the meantime, Mr. Speaker, I can assure the honourable Member that as we have done for the past number of years, the equipment can be loaned through my department to the reserve and we will hope that through the JEPP program we can arrange for permanent equipment upon application.

Mr. Speaker, it is much better for the Government of the Northwest Territories, if it is done on a monthly basis. I have asked the Department of Finance, Comptroller General, to get a hold of the Auditor General for Canada, because the Auditor General did not mention specifically municipalities or hamlets when he made the report with regard to health boards and education boards. I have asked to get an opinion from the Auditor General whether they fall into the same category, because it would not seem fair to be handling one board in a particular manner and another hamlet in a different manner. It is much better, financially, for us on a monthly basis, but also I think we have to be consistent, Mr. Speaker. Thank you.

Thank you, Mr. Speaker. I would like to address the Minister of Economic Development. Last Friday, in the discussion about sending the Hon. Titus Allooloo to Japan to promote Inuit art, the discussion was about that, and Mr. Pollard made a statement saying that we are talking art; he said we are not talking crafts or handicrafts in this instance. Later on in the discussion on Economic Development, he indicated that the Japanese market was targeted for true Inuit sculpture and art, and that handicrafts and crafts were targeted for Toronto, I believe.

You know, after talking to a lot of Dene people, it is like an insult, that the decision is already made by somebody on your side to market only Inuit art. We have Dene art too, birch bark, moose hair tufting. We have art, too, on our side, and if the government is going to be spending money to send a delegation to Japan, they should also include Dene art in this situation. So I want to know if this could be done; if Dene art could be included with Inuit art when you go to Japan. Thank you.

Mr. Speaker, I did not mean to insult anybody. What has happened is that the Japanese people seem to have taken great interest in Inuit people, their culture and their art, particularly in the soapstone, Mr. Speaker. Also in prints to a certain extent, and wall hangings. So when we get a person from Japan who comes to us and says, 'We are very interested in this form of art that you have in the Northwest Territories," then we are going to supply that person with the product that he or she is requesting. When the market opens up and it is there, it is our job to do everything we can to promote that particular product that the Japanese have indicated to us that they are interested in.

So it is not as if we selectively took something there and said, "Look, this is all we have got." The approach was made to us when Mr. Mulroney was there last year. I think Mr. Patterson was there as well. Amway had taken a display over there and met with great success, and we are merely following up on that success, Mr. Speaker. Thank you.

What we have been doing is responding to their request from us for assistance in this particular regard. As I say, when these two gentlemen were here they were taken to all of the outlets in Yellowknife, and to the museum, to see what exactly was available to them.

Mr. Speaker, late last year the department and I sat down and we went over all the things that we were doing to market products in the Northwest Territories. We tried to come up with a strategy where there would be the line of least resistance, as far as sales were concerned. I have reported to this House that when the Japanese showed extreme interest in Inuit art, that is the market that we have been trying to fulfill for them. When it came down to what we were going to try and sell at Expo, then we went over that and decided it would be a range of arts and handicrafts from the Northwest Territories, including Dene arts and handicrafts. In the store in Toronto, that store will be featuring Dene arts and handicrafts. I would repeat, again: Have I approached the Embassy in Japan about displaying Dene arts and handicrafts? I have not, sir.

Thank you, Mr. Speaker. I would like to direct my question to the Minister of Finance with regard to the funding arrangements to municipalities, as opposed to the boards of education. One of the things that was in the Beatty report, Mr. Speaker, stated that most experts around the world agree a quality improvement would result from simplification, and streamlining often leads to large cost reductions. It also says that some people have trouble accepting this, especially in the Northwest Territories.

My question is, Mr. Speaker, in his response the Minister of Finance indicated that doing it on a monthly basis saves money. I just cannot accept that either; that is what I am saying. The point is that if you have 12 pay cheques you need someone to make those 12 cheques, as opposed to making four cheques. You use more paper, and you use more time to do the cheques, if we do 12 as opposed to four. I do not know what the Minister means when he says that doing it on a 12-month basis is a lot cheaper than doing it on a quarterly basis. I would think that doing it on a quarterly basis saves more money, but I stand to be corrected. I would like to ask the Minister exactly how, in his opinion, delivering 12 pay cheques, as opposed to four, is saving money.

The reason why I am saying that is because, as my colleague here has said, the government has been in for five months, and this will be the first time for me, as an MLA, as a Member of this House, that someone like the Hon. Titus Allooloo will travel to a foreign country on our behalf, to represent us. This is the first time for me.

I have been thinking about that, and I think what I would like him to say for me over there is that we have a concern with Japanese companies polluting our river, the Daishowa in Alberta. He is going to be in Japan where the company is owned. I wonder if it is possible for the Minister to make a statement on my behalf, explaining the situation to them on my behalf. Thank you.

Mr. Speaker, I understand what the Member is saying, but there are ways and means and there are channels through which this kind of thing should be addressed, and from having had some dealings in the past and quite recently with the Japanese, Mr. Speaker, they are a very reserved kind of people. They are a people of great faith in face, and I would say that they would be not prepared for that kind of response from a Minister of this government, for the reason that he will be there for a particular reason, which is to do a job on behalf of this government and on behalf of Economic Development and Tourism in regard to this art.

I understand what the Member is saying, and I would respectfully suggest that perhaps it would not be the right time or place to make that approach. Perhaps that should be done through the Minister of Renewable Resources. Thank you, Mr. Speaker.

1) The government has not issued any instructions to departments regarding the purchase of lumber products from the Hay River Sawmill that was recently purchased by the NWT Development Corporation. The sawmill has submitted bids to supply lumber to several NWT companies that have submitted tenders for supplying lumber to government departments, and it is expected that the sawmill will continue to work with northern lumber yards in developing the tenders for lumber supply;

2) the same GNWT purchasing rules and guidelines will apply to all northern-owned sawmills in the NWT;

3) the NWT Development Corporation will consider financial investment in other sawmills in the NWT on receipt of a request for investment from the owners of the other sawmills;

4) no government tender requirements will be waived for the Hay River Sawmill, including those associated with moisture content of the lumber -- levels of moisture content can be achieved through air drying or kiln drying. The sawmill has historically supplied lumber that has met the moisture content required to meet existing government, contractor and lumber yard standards.

In reading through Hansard on Monday, there was some discussion about criteria and where units or family violence shelters are built, how they are built, and how they get on the priority list. There was considerable discussion on the Nutaraq's Place extension in lqaluit. I am just wondering about the money that was allocated, or spent, in prior year's cost, $446,000. How is that approved? Is that a ministerial discretion or cabinet discretion, or was there just a pot of money somewhere that you found and spent?

Thank you, Mr. Chairman. The co-ordinator of the family violence program works with the societies and the organizations in communities, along with our regional superintendents. We do not have very much capital money for family violence shelters, but we do work with the societies in directing them toward possible federal money under Project Haven. We have been working with the society in Inuvik to attempt to get a proposal put forward to the federal government to get some capital funding, and we would continue the operation and maintenance funding.

I am looking at Hansard again. The Minister stated, "We are looking to assist Inuvik, and I will continue to look at that project and assist them in every way that we can, given the resources, if we can find the money and the need is there.* In one of our sessions here in this House I tabled a document, the proposed work plan for the shelter in Inuvik, for the society. I think the material that was presented clearly demonstrated that there is a need, and a very urgent one, and that there are in the works, now, certain plans, and certain government houses have been identified as available to use as a shelter. The group is caught up in the bureaucracy system in trying to get O and M funding. Somewhere down the line they have to get a capital transfer and renovations. My concern is, when will this happen? If it is going to happen this year, how does it get reflected in the budget we are dealing with? I am not sure. Or do we end up with another project like lqaluit, and there is a pot of money that is all of a sudden identified? That would be nice.

Thank you, Mr. Chairman. Any moneys that we could have identified for that project would have been in here. I think I was, perhaps, being kind in saying that we are still working with the group. I sincerely meant that. We are not turning down the proposal because we do not have any money, which is true; we do not have any. We are helping as much as we can to access money from any federal programs that may be available for projects of that nature. If something should come up that would be unexpected -- and there are situations in past budgets where moneys lapse for one reason or another -- we could free up that money to assist in another area that we consider needs it. But at this point in time we have no money to put forward for it, and as I stated. we will continue to work with the group

to keep the project alive rather than just give a flat "No, we have no money." I think that is what I was trying to say in a nice way.

There was a whole range of group homes, child care homes for various categories of children, and a lot of them have been shut down, and whatever has been done with them I am not sure. There is also a change in the policy to utilize more private homes for foster care or for kids with specific problems. What is the current policy on this type of care for these foster care children?

There has been a change in philosophy over the years, and the large institutional group homes have indeed been disbanded as far as a group home is concerned. They have been converted into other uses. If that is the case, then can the Minister advise me what is the current status? Are they still contracting the building in Inuvik? There is a large building on Centennial Street, I think, that is being used as a child care facility or a group home, and I understand there is a tremendous cost to maintaining this building, and that a lot of private operators over the years had renovated their homes to look after children, wards of the government, and they are not being used today. Can you tell me if there has been a change in the policy, or how these things are done in Inuvik?

Thank you, Mr. Chairman. Over the past several years, we have been trying to move away from as many institutional group homes as possible. However, in each of the regions we have established one or two group homes for children that require a more structured setting than simply a family dwelling. So we do have that group home in Inuvik; we do have the one we are going to build in Baker Lake; and we have several others throughout the Territories. Otherwise, with children who require more structure, we would have to be sending them south. We do not want to do that.

Thank you, Mr. Chairman. During the Christmas holidays I had some people from the East visit my community. One of the things that came up was the ratio between what they had at the Baffin Correctional Centre and the young offender's facility in lqaluit. The facility itself was under-utilized. The Baffin Correctional Centre had about 60 inmates and they had I thought it was, 3-3-2. It is 3-4-2 for day shift, afternoon shift, and then night shift. Right across from that is the young offender's facility which had three young offenders there at that time. They had three people in daytime, four in the afternoon, and two in the evening.

With regard to the young offender's facility, is it really necessary to have those capital expenditures, first of all? I realize that it is going to be under O and M, Mr. Chairman, but is it justified to have three people taking care of three young offenders? On the other hand, I see that there may be a shortage of staff for handling the mature inmates. My difficulty is that the ratio does not seem quite right in the sense that even though we do have the possibility of a riot for the larger group, the ratio is not consistent.

The reason it is a mixture of funding for the alcohol and drug treatment centres is that we did have an agreement to transfer capital money for the Baffin treatment centre. We got $1.556 million transferred from the federal government from NNADAP, National Native Alcohol and Drug Abuse Program, for that particular treatment centre. For the NAS treatment centre, the NAS Society, Northern Addiction Services Society, worked with CMHC and got mortgage funding; and for the territorial treatment centre in Hay River, that is territorial funding. The federal government does not have any specific funding available, other than what we got transferred as a result of the NNADAP transfer.

There have been a number of problems in the past with it as far as the design and a number of other things, and it just kept getting set back because of those reasons, I guess one of which would have been the sobriety clause in the future of Tuvvik, which has now been decided; so the project is again back on track and the steering committee is still very active on this project.

In a lot of communities across the North, I am not sure of the number of alcohol and drug treatment centres, or alcohol and drug program centres that exist, but I am aware that and a lot of them are in some really dilapidated quarters with leaking roofs, snow blowing in through the doors, cold and wet, and yet they are trying to do a service for people in need. If a society or a centre needs capital money, is there a provision for this somewhere? Not for minor capital, but for an area of major capital improvements, do they have to go through a process of negotiating some kind of project?

Yes, there are a good number of community-based alcohol and drug treatment programs, and the Member is correct that they find whatever accommodations are available in communities and oftentimes they are fairly scarce, and it is too bad they are in locations as described by the Member. There is some money set aside for maintenance to repair these units. The program is a contributory program, where moneys are submitted to these groups through proposals received from them to operate the program. Not very much is allocated for the repair. In some cases, they are acquired under charity leases and leases of that nature. They are housed in buildings that are looked after. In most cases, unfortunately, they are in need of repair and there are only a few dollars to look after it.

Thank you, Mr. Chairman. I am not currently aware of the requests that the Member speaks about, but I will endeavour to inform myself as to how long these denials have been going on. Some of the things they take into consideration is the location of the facility in the community it is in, and the ability for the local group to raise funds privately. In some communities, the solicitation for extra funding to do special projects and things within the community for that centre or that program is greater because the community is larger and they can access other sources of money to do the work. Sometimes they volunteer to do the work or get contributions privately. Some of the things we look at is the availability of other sources of resources for making repairs or enhancement of the program.

This is my last comment. If that is the case, I hope this is documented in some kind of policy so that you have criteria when requests come in. It seems as if you penalize a group or community for being effective and efficient in raising money, and they are, then, not eligible to receive some of these dollars that should be available to them on top of money they do raise. I assume you have a rating sheet that says that this project or this centre is requesting a certain amount of money, and that "Yes, it is a priority,* and "Yes, they need it, and in year one or two they will get a piece of it."

At the standing committee on finance, we had some concern about a senior citizens' facility which is to be completed this year in Fort Franklin, with a second facility being planned for Fort Norman, which is in the same region. It was pointed out that there are numerous regions in the North where there are no senior citizens' facilities. It was not satisfactorily explained at the standing committee on finance how the policy could be applied so that one region would wind up with two facilities when some regions had none. We thought this should be something that was needs-based rather than perhaps a situation that might be politically driven.

Therefore, we wanted to request that, before we were satisfied, if this was something that was really needed we thought that we needed to see a clearly defined policy from the department explaining why this project was needed in this region. In the absence of having seen that, Mr. Chairman, I would like to make a motion.

It is a concern that the facility is not adequate for privacy arrangements for such a delicate and important subject to be discussed. I think it is incumbent, however, on the committee in that community to put forward a proposal to find other facilities. However, to assuage any fears that the Member may have that there is a proposal here, we will certainly look for it. But the simplest thing would be for the committee to revisit their needs and submit that proposal along with their future contribution agreement that is upcoming.

Thank you, Mr. Chairman. Mr. Chairman, I am pleased to present the 1992-93 capital estimates for the Department of Government Services. The requirement for the department is $4,790,000. It represents a 39 per cent decrease over the 1991-92 revised forecast of $7,835,000.

The department mandate is to provide specific services to government departments, boards and agencies, and to make an inventory of specific products available for sale to the public where these cannot be provided by the private sector without adversely affecting equitable distribution or pricing. The capital program of the Department of Government Services funds the infrastructure required in the provision of these services.

The system and computer services activity delivers specialized services related to the development, support and operation of government's computer-based information processing systems. Capital funding of $100,000 will be used to purchase and install data communications equipment.

The supply services activity provides storage and distribution centres for departments in Yellowknife and five regions. Capital funding of $50,000 will purchase a replacement forklift for Rankin Inlet warehouse. The petroleum products activity provides heating oil, gasoline, naphtha, and aviation fuel to 44 communities not served by the private sector. The capital requirement of $4,640,000 includes the planning and construction of new bulk fuel storage tanks, upgrades to existing storage facilities, and the purchase of fuel delivery trucks.

Thank you, Mr. Chairman. When the standing committee on finance reviewed Government Services' budget, simply put, we felt that we are paying too much money for things. We are paying too much money for computers, furniture and vehicles. It seems that the government consistently wants to buy the top of the line, and, in fact, the perception in the communities, rightly or wrongly, is that the standards for purchasing things are too high. We feel that government should be setting an example by putting up with less. The Government Leader said we have to put up with less, and we all should put up with less. We have to take a closer look at the kinds of standards we are setting when it comes to the supply of government furniture, when it comes

to computerization and a whole variety of services and purchases the government makes.

We do recognize that Government Services is the service department; however, nobody can abdicate their responsibilities in analyzing and looking at the kinds of standards and the kinds of buying, and the way in which we are doing things. It is our contention that Government Services is the department responsible for government buying, and their purchasing policy should be re-evaluated to see if, in fact, the current standards and qualities that we are purchasing are really required. Is it required to have top of the line furniture in some of the staff houses? Is it required to buy the best computers? Is it required to have vehicles that are, in our opinion, perhaps somewhat luxurious? It is these kinds of issues that we think have got to be addressed.

I am not sure it is acceptable that everybody needs a computer. I am not sure it is acceptable that we need top of the line computers. I think it was proven by some Members of the standing committee on finance that you can get the same results -- and I use computers as an example -- with buying a lesser quality computer.

I find it interesting that in Keewatin Region we are buying $20,000 or $30,000 vehicles, and the private sector is buying $10,000 vehicles. They do the same function. They have four wheels, an engine and doors. So I think that we have got to take a hard look at that. We feel that that is essential. It really should be the responsibility of Government Services to do that.

The other area of concern we had when we looked at the budget, and it was a large concern because there are large dollars involved, was fuel tank construction. There are enormous amounts of money with respect to this. For example, the fuel tank construction was totalling over six million dollars, and this was seriously questioned by Mr. Bernhardt, who is not here today, as to the justification and the kind of community consultation that took place with respect to it. There was some concern that perhaps this thing may have been, historically, politically driven, not necessarily a requirement in the community. However, we can debate that as we get on with the budget.

In Gjoa Haven, the relocation of the fuel tank construction totalling $5.2 million. We were told that it is driven solely at the community's request to move it outside of the community. In these difficult financial times -- and it has been there for this long -- can we really afford these kinds of luxuries at this particular time? We felt, at the time, that it was not as financially justified as it should be.

There was some concern expressed by our good friend, Mr. Zoe, who is not here, with respect to Snare Lake. It does not have the bulk fuel storage and it was in the plan for 1993-94; however, it was our understanding that it was in previous budgets. We would like the department to take a hard look at that.

The committee asked the Minister for more information on these two significant tank constructions in Coppermine and Gjoa Haven. We have received some information on that, and we asked for further justification on the expenditure, which we have received.

The committee will be recommending through motion and discussion on the budget that all vehicle purchasing and leasing be deferred until a plan is developed on general purchasing and a leasing strategy is in place and approved by the Assembly, reflecting the current fiscal realities. I find it somewhat ironic that we are buying people top of the line furniture, and yet some of our people in the communities do not have running water. To me, this is an appalling waste of money.

Cabinet must review all the government standards for purchasing and leasing of all goods and services to ensure there will be no spending where no fundamental needs exist. Clearly, there has to be a second look taken at purchasing by Government Services. We have to ask ourselves if we need it. Can we afford it'? Can we do without it'? It is our contention, in a number of cases, that that is exactly what we believe should happen. If we do not need it and cannot afford it, then we should do without it. Thank you.

I would like to speak to this motion, Mr. Chairman. Although I do not buy lots of vehicles, there are not that many choices when it comes right down to it about where you can purchase vehicles in the Northwest Territories. It has always been my policy to try to buy a vehicle at the closest possible place in the support of local business. I do not drive out a thousand miles to buy something just to save a few bucks.

The concern I have is this, Mr. Chairman. A local contractor, and someone who supplies vehicles, told me in no uncertain terms that it would be far simpler for him and save him an awful lot of time if instead of simply writing a tender asking for people to bid on the supply of vehicles to the Government of the Northwest Territories, to simply put down that they want a Ford truck, The only place you are going to get that is from Hay River. Instead of simply saying this is the kind of general vehicle we want, it is pretty clear that what they want is a Ford truck. So, why not put on there that you want a Ford truck of this kind, and this is where you get it from?

I get this every year from local suppliers who do not sell Ford trucks. That is why I support this particular motion. Make it quite clear what the rules are so that people do not waste their time bidding on things which they know they are not going to get even though, on many occasions, they may be the low bidder. Thank you.

Thank you, Mr. Chairman. The design will be completed by March 31, 1992. The size of the facility has been established using an alternating year resupply, allowing for the impact of capital infrastructure arising from other departments and providing for additional growth for 10 years into the future. The project plan outlined is consistent with the previous return of an oral question involving construction of this new facility. On November 2, 1990 the honourable Tom Butters stated that the construction of the tank farm in Snare Lake is scheduled in 1993-94 and painting and inspection in 1994-95. Mr. Butters also indicated that there are a number of capital projects planned for Snare Lake over the next two years and it may be more than appropriate to spread the work out to maximize job opportunities for community residents and permit time to build up a supply of gravel needed for the construction. These arguments are still valid and support the present schedule for completing this project.

In last year's capital budget this was shown as a project scheduled for this year, and I think in line with previous comments that you heard from the standing committee on finance that we think the government should proceed with filling those commitments when they are made to those communities. And also, in light of the fact that waiting to install the fuel tank in Snare Lake is going to cost this government money because we will have to start flying in fuel, I think it is very important that we proceed to build this facility as soon as possible. We are trying to recommend that the government speed the process up.

When the standing committee on finance met, there was some concern with respect to the fuel tank construction planned for prior years in Coppermine. The concern at the time was that perhaps this project may have been, to put it in blunt terms, politically motivated and unnecessarily required in the community. Since the report, the government stated they will revisit the project, which we appreciate, but they are going to go ahead with the $500,000 this year to construct a gas dispenser at the airport, we understand.

Mr. Chairman, I wonder if the Minister could just reconfirm again the relocation of fuel tank construction. We are talking significant dollars; close to six million dollars' worth of expenditures. How long have the fuel tanks been located in the spot that they are in? Is this a relocation or is this a requirement for additional space? If it is additional space, that was never brought up and the department should have brought that up. It was explained to us that they were relocating the tanks for six million dollars. I remember that clearly. Now I am told, off the record, that it is a requirement for additional capacity. Is that correct? Or is it just a relocation?

Mr. Chairman, I do not have a breakdown of exactly what it would cost to build a new facility without the movement of the old tanks to the new facility. However, what we are doing is a massive upgrade. The community of Gjoa Haven is currently in a shortfall position for P-50 heating fuel, and over the last five years it has been rising at an 8.5 per cent rate. We are increasing tankage from 985,000 litres to

3,900,000 litres. What we are proposing is to essentially build a new, very large tank, and then dismantle the old tank. It is not just so much a movement of the existing tank. We may use the existing tank. The existing P-50 tank will become the motor gasoline tank in the new tank farm.

The point I am making here, and we are not just trying to be awkward, we are saying, what is the cost attached to moving the tanks? If it is exorbitantly high, then why move the tanks? That is what we are trying to get at here. You must have some indication of what new tanks will cost. You build new tanks all the time. You have built them all over the place. You have got to have some indication of what the costs are going to be for new construction as it relates to the increased capacity you require. Based on that, what is the dollar value of relocating the existing tanks? That is the point I am trying to make here. Is it $500,000, or is it two million dollars?

The person who was looking after the fuel delivery in Gjoa Haven, and his son, were cleaning the tank, which is right in the community. There was a fatal accident that caused the man and his son to die in that accident. After this, the community of Gjoa Haven has been complaining about the tanks because of the environmental and safety aspects. They

are right in town, and that is one of the reasons why we are prepared to move the tanks, to relocate them to a now site. Thank you.

Thank you. Mr. Chairman, I am pleased to have the opportunity to introduce the capital budget for the Department of Culture and Communications for 1992-93. The Department of Culture and Communications is mandated to preserve, promote and develop northern culture and arts, to improve broadcast communications and availability of information, and to strengthen national and international understanding of the Northwest Territories. Projects that are being put forward for 1992-93 are only the crucial items important to the fulfilment of the department's mandate.

The total capital shown in the estimates is $2.3 million. Based upon the standing committee on finance's review and its recommendations, I will be introducing motions to reduce the capital estimates of the department by $1,002,000, resulting in a reduced total of $1,302,000. The approved estimates for 1991-92 totalled $2,112,000. The revised 1992-93 estimates show an $810,000, or 38 per cent, reduction from 1991-92.

Projects included in the estimates for 1992-93 include planning money for the Cape Dorset community museum; artifacts and archival materials purchases; contributions to historic building projects in Fort Good Hope and Pelly Bay, and community museums contributions.

Library activity projects planned for 1992-93 include renovation of the Baker Lake library; furniture purchases to complete the Iqaluit public library project: minor renovations to the

government library; and community consultation regarding future Cambridge Bay regional library plans that properly address the integration of public and school libraries. A major public library expansion is being undertaken in Arviat.

Improved access to the library catalogue will be provided to 23 libraries during 1992-93, and microform readers willb e placed in communities to enhance study and research opportunities of library patrons. Contributions will be provided to communities for renovations and to assess community library needs.

In the television and radio services activity, funding is included for the purchase of replacement community radio and television satellite receiving and retransmission facilities, and for broadcast equipment to support northern television producers, including aboriginal broadcasters.

When the standing committee on finance looked at Culture and Communications, we were somewhat concerned about the approach that was taken with some of its capital expenditures; in particular, the library facilities. It appeared there was little discussion that went on, certainly at the bureaucratic level, between the bureaucracy of Culture and Communications and schools or the Department of Economic Development visitors' centres.

It appeared to us that little or no consideration was given by the department to plan the integration of community libraries with other facilities, such as schools. We have a library facility in Rankin Inlet that works very well within the Maani Ulujuk High School, and functions very well. It seems to us that there was little or no discussion with respect to that.

We were going to be looking at building a high school in Pond Inlet, and separate libraries there. We have built the high school expansion in Arviat, and now we are doing a stand-alone building, a library, in Arviat. Yet, we had a visitors' centre going in there last year.

It was the contention of the standing committee on finance that the cost of stand-alone facilities not only affects the capital cost, but it also affects the ongoing operation and maintenance costs. Clearly there has to be a better integration in getting better value for money with respect to library services. We all recognize library services as an essential service both for our children and for our adults in the communities.

Given these difficult times, as we have consistently been told by the Minister of Finance and the government, we were also somewhat concerned about a $2.4 million renovation and expansion to the Prince of Wales Northern Heritage Centre. We were told that the requirement for this renovation/expansion was Fire Marshal-driven and that this was required because there were artifacts stored in trailers. We were not sure, and still are not sure at this particular time, given other priorities, that this, in fact, was money well spent.

The committee will recommend, through resolution, that all free-standing libraries be deferred until a policy is in place to integrate them with schools or other suitable facilities. It will also recommend that further renovations to the heritage centre be put on hold, pending development of a policy integrating museum development in the NWT, as was recommended in the 1991-92 standing committee on finance report. I love that. It is always a delight to know that I am consistent with my good friend, Mr. Pollard, on these issues.

Not only was the standing committee last year aware that we could have a more efficient operation if we integrated some of the services that were being delivered by different departments, but there had been an experiment 12 years ago, in fact, where the library services out of Hay River, on an experimental basis, handled the budget for school library books, to see how that would work, and there were no real hitches in it; but because at that time we had an even more solidified, unchanging, very difficult-to-move departmental structure, it was very difficult to get some agreement on who should do what to whom. So now that we have a real intention to act more like an integrated government across departmental lines, and so on, and since there is already a recommendation to look at amalgamating Culture with Education, this seems to me to make sense and takes us on from what we tried to do 12 years ago but for various reasons were not able to accomplish. So I very much support the motion. Thank you.

Thank you. Mr. Chairman, one of the things that I have concern about with regard to the motion is that in some of the communities where those facilities, libraries, are in the school, you do not ever see people in communities going into a school to go to the library. Whether it is a separate facility or part of the school facility, it would be difficult for even the schools to volunteer to stay until nine o'clock or something like that to operate the library. In a lot of cases, most of the education areas of a school get shut down. They have these big steel sliding doors that cut off the community from certain areas of the school.

I just wanted to say that in a community like Fort Providence, for example, the community people have a very difficult time going to the schools as it is, and the only time that you see them is when they have teachers' day or report card day. That is the only time, I know the intent of the motion is that all libraries should be integrated with schools or suitable facilities. I have problems with that, so I am not going to vote against the motion, Mr. Chairman, but I am not going to support it, either.

Mr. Chairman, I am going to take a different position than my colleague from Deh Cho. I think it is important that we make some decisions about policy matters in this particular area. If, for instance, we are developing cultural centres in communities and address the matter of language development or teaching centres, then we should try to consider the relationship of good research materials and good information in those areas. We should allow for access by communities and those people involved in those kinds of institutions.

The other point I want to make is that unless it is clear about how this government is going to deal with libraries generally, then it makes it very difficult for people in the communities to approach government to address their needs in terms of libraries, information or research material. I support the motion in that it is requesting this government to develop a clear policy as to how we are going to deal with this particular matter.

I agree with one point that Mr. Gargan made; that is, if it is our intention to allow the public to have access to library services and library material, then it should be based on the co-operation and the ability of the communities to have access. At the moment, that is not the case and should be made clear.

I just wanted to make a general comment on the way historic buildings and museums have been handled. In the case of Baker Lake, we had an organization which was developing an historic area using the mission house. In the last couple of years, the government went ahead and put together a visitors' centre which is very similar to what is being built or renovated in Baker Lake. Somehow the two groups -- the government being one of the groups -- have not worked together, thereby making it more costly for the groups involved to build or renovate the buildings that are being put in place in Baker Lake. I think that when such buildings or renovations are being done, a policy has to also be looked at whereby the communities are consulted before any move is made as far as historical

buildings are concerned. Thank you, Mr. Chairman.

Mr. Chairman, the standing committee on finance has recommended that the GNWT delay further renovations to the Prince of Wales Northern Heritage Centre pending the development of a policy integrating museum development in the NWT. It was also recommended in the 1991-92 standing committee on finance report.
