In the standing committee of finance that was our understanding. It was our concern that it might not make a lot of sense to wait. We think it would really be a justified expense to proceed as quickly as possible with the construction of this facility.

Thank you, Mr. Chairman. In last year's capital budget this was shown as a project scheduled for this year, and I think in line with previous comments that you heard from the standing committee on finance that we think the government should proceed with filling those commitments when they are made to those communities. And also, in light of the fact that waiting to install the fuel tank in Snare Lake is going to cost this government money because we will have to start flying in fuel, I think it is very important that we proceed to build this facility as soon as possible. We are trying to recommend that the government speed the process up.

When the standing committee on finance met, there was some concern with respect to the fuel tank construction planned for prior years in Coppermine. The concern at the time was that perhaps this project may have been, to put it in blunt terms, politically motivated and unnecessarily required in the community. Since the report, the government stated they will revisit the project, which we appreciate, but they are going to go ahead with the $500,000 this year to construct a gas dispenser at the airport, we understand.

With that in mind, Mr. Chairman, I would like to move that this committee recommends that the Coppermine fuel tank construction be deferred, pending financial justification and consultation with the local Member of the Legislative Assembly.

Mr. Chairman, I wonder if the Minister could just reconfirm again the relocation of fuel tank construction. We are talking significant dollars; close to six million dollars' worth of expenditures. How long have the fuel tanks been located in the spot that they are in? Is this a relocation or is this a requirement for additional space? If it is additional space, that was never brought up and the department should have brought that up. It was explained to us that they were relocating the tanks for six million dollars. I remember that clearly. Now I am told, off the record, that it is a requirement for additional capacity. Is that correct? Or is it just a relocation?
