Thank you, Mr. Speaker. On or about February 21st, I had asked a question to the Minister of Education concerning this individual attending post-secondary school in Ontario. This individual is receiving financial assistance from the Department of Education. She wrote a letter to me asking why her allowance has been decreased from $531.43 to $522.86. The Minister had assured me he would get back to me. To date, I have not received a reply. When may I expect to hear from him so that I may relay the message to the individual that wrote to me? Thank you.

The Minister indicated that the main thing that drives the whole housing program is the housing assessment. Thank you, Mr. Speaker. Last week I sent off a letter to all housing authorities, band councils, hamlets, any community organizations, territorial/native organizations, MLAs, everybody that we could think of in the NWT, to get their input into the vehicle used for a housing needs survey; that is, the housing needs survey instrument itself. The process we are using is that we have developed a survey and now we have sent it out to people to try and get their input into it. They will respond to us, and then we will involve their input into restructuring the survey, and then send it back out to the communities. At that time the communities will be doing the survey with the Housing Corporation, and that is every community in the NWT, every house in the NWT, and for the first time it is also going to include Yellowknife.

So we will get a really accurate picture of the housing needs, as well as the preference of our clients. We would like to know whether they prefer home-ownership, public housing, what size of houses they prefer, how they would like to have their family structure housed. These are all questions that are going to be asked in there.

That should be back to us by early July and be analyzed and ready to develop new programs for September, so that we can hit our 1992-93 building season with newly developed programs that are going to better meet the housing needs of all NWT residents, Thank you.
