Mr. Chairman, if there has been a $300,000 surplus which is going to be lapsing from last year, recognizing that the Minister is asking for the same level of funding, I could ask why, but I would like to ask what new initiatives the Minister is going to take to ensure she utilizes this funding for which she is asking to address the needs of the youth of the territories?
