Mr. Chairman, I have a question about the Sanikiluaq power support program. Actually, there are a couple of areas in here where we find, for instance on the next page, we'll get to increase utility costs of the Sanikiluaq electrical power rate increases. My question is, if this government, which owns the power company in Sanikiluaq, has raised the rates, are these then fully offset by the revenue from the rate increases? I know that it says that that's what is happening in the explanation here, but I haven't been able to see where the revenue shows in the supp. Could the Minister advise me where that revenue shows up as the offset?

Mr. Chairman, this bill is to request concurrence of the Legislative Assembly to spend money. The revenue side would be reflected in the summary at the front of the supp, which in this particular instance, at $53,000...If it is less than $500,000 or $1 million, it doesn't change our fiscal position. We round out to the nearest number. So it would show in the front part of the summary, but this is a request to spend money so the revenue would not show in the detail, Mr. Chairman. Thank you.

Mr. Chairman, regarding the Sanikiluaq power support program, in the Standing Committee on Finance review we noticed that this particular item comes up two more times in the supplementary appropriation. This is $53,000 in the Financial Management Board activity. Later on, in the NWT Housing Corporation, it comes up again for $168,000 and again in MACA, there is a transfer from Public Works and Services to Finance for an additional $55,000 for a total of $276,00. We wanted to know if it is possible to get a full assessment from the government on these three different items, so that we could substantiate the reasoning for these expenditures. Mr. Chairman, the plan, as I reported to the House last year, was to sell the assets that we owned for generating power in Sanikiluaq to the Power Corporation. That didn't occur and, as a result, you are seeing these numbers before you.

What I will ask Mr. Voytilla to do is explain the accounting procedure for these amounts which are: the Housing Corporation, $168,000; Municipal and Community Affairs, $55,000; and, Financial Management Board, $53,000.

There is another issue which is the reduction of $303,000 and one person year for Public Works and Services, once the sale of our facilities in Sanikiluaq takes place to the Power Corporation. I will let Mr. Voytilla explain it, Mr. Chairman. Thank you.

Thank you, Mr. Chairman. The accounting is fairly straightforward. On the money we are getting from the extra sale, that will go to fund the increase in the Housing Corporation, which is related to the increased cost for public housing, as a result of the cost increase for power.

The same thing applies to Municipal and Community Affairs for the money we are going to be providing for the community of Sanikiluaq for the extra cost of running hamlet buildings. Those costs will be offset by the funding we get in the rate increase from the 12 cents per kilowatt that was previously charged to the new rate of 30 cents per kilowatt.

The Financial Management Board Secretariat needs $53,000 because with the rate increase in Sanikiluaq, the residents are now eligible for the power support program, which subsidizes them back for domestic and small commercial users from the level of 30 cents per kilowatt down to the Yellowknife rates for the component of their consumption that falls within the power support program subsidy. That is 700 kilowatts per month for domestic users and 1,000 kilowatts per month for small commercial users. That $53,000 increase in the cost to the power support program to the Financial Management Board Secretariat will be offset by an increased dividend from the Power Corporation, which is how that program is financed.

Overall, there is a cost increase to the government in three areas in this supp: $168,000 in the Housing Corporation, as I have explained, for public housing; $55,000 for Municipal and Community Affairs for the increased cost to hamlet buildings; and, $53,000 in the secretariat for the power support program, totalling $276,000.

There will be an offsetting savings in the budget of Public Works and Services totalling about $300,000 and one PY on an annual basis if and when the sale eventually proceeds as the Department of Public Works and Services currently picks up the operating costs of that plant for staff and other operational requirements. That will be realized and reflected in future budgets once the sale proceeds.

Overall, there will be and we anticipate a net savings to government when this transaction is completed.
