Thank you, Mr. Chairman. I just have a few opening remarks. If you so wish, I could go to the table with witnesses. Mr. Chairman, Supplementary Appropriation Act, No. 3, 1995-96, requests authority for additional appropriations of $1.810 million. The supplementary appropriation includes the additional appropriations of $2.732 million for operations and maintenance expenditures and a reduction of $922,000 of capital appropriations. These supplementary appropriations should all have funding offsets and will not contribute to the accumulated deficit. However, one of these revenue offsets

Thank you, Mr. Chairman. This is in relationship to the recovery of the wage package that was related to the transfer of federal nurses to territorial nurses when we did the health transfer a few years ago. In previous arrangements, we have recovered these costs. We have every confidence, given the precedent established in recovery of these costs, that we will be able to cover these ones. Like any politician, we have to ensure that the language is sufficiently clear that it is understood that it is subject to negotiations with the federal government. Under previous negotiations, there was no problem with respect to the recovery of these costs.
