Thank you, Mr. Speaker. Mr. Speaker, we've learned of a major fire last night in the hamlet of Kugluktuk. Unfortunately, the hamlet's recreation complex, including an arena, curling rink and two community halls were completely destroyed. We were thankful that there were no injuries sustained in the blaze, but the community now faces the situation of being without important community recreation facilities.

I would like to assure the community and the Members of this Assembly that the Department of Municipal and Community Affairs will work with the community to develop a plan for replacing these vital community facilities. Our regional office has been in contact with the community. Mr. Speaker, the office of the fire marshal and the insurance company will be sending representatives into the community this week to review the fire damage and discuss insurance details.

The loss of this major community facility presents a challenge to the department and this government. Securing the resources and planning a replacement facility will take time, but every effort will be made to have a new facility as soon as possible. Thank you, Mr. Speaker.

Mr. Speaker, today I received a touching message from an Inuk who works as a school secretary in Pangnirtung. She was writing on behalf of the UNW employees of Attagoyuk School in Pangnirtung.

This young woman told me that she and her fellow workers are already finding it very difficult to live on the pay cheques they are now getting in the Baffin. She stated that food is now extremely expensive, much more than what it was in the past. My constituent also told me that right now she is paying $238 a month rent for her small place, and that starting April 1st, her rent will go up to $600 per month. She is wondering how she will be able to come up with grocery money. She asked whether our government knows how expensive it is to live in the Baffin region. She asked whether the government cares. She asked if our government would prefer that people like her go on welfare. She asked me if I would support employees like her.

Thank you, Mr. Speaker. Mr. Speaker, my statement today is regarding economic growth and job creation. Mr. Speaker, on Wednesday past, I spoke about the need for this Assembly to develop strategies to deal with the economic; and social challenges facing communities across the Northwest Territories. For many years, Mr. Speaker, the government ties been the main engine of economic growth in the Territories, either through the direct creation of new jobs or the indirect creation of jobs by using policies to ensure that its capital budget benefits northern businesses.

Mr. Speaker, it is clear from the statements of the House, of the government, to date, that if government is the engine of economic growth in the Territories, then we have just slammed on the brakes. Government is restructuring in such a manner that will eliminate jobs, not create them. Spending on capital and government programs is expected to be reduced significantly, affecting a number of jobs in the private sector. Mr. Speaker, while the downsizing of government will be felt in headquarters and in the regional centres, the smaller centres that are even more dependent on government will be especially hard hit.

On Wednesday, I told Members about the RSV outbreak in Arviat and the underlying economic and social problems that I believe contributed to this tragedy. Mr. Speaker, the two communities that I represent face similar challenges to other communities in both the Western Arctic and Nunavut. They are not regional centres and for the most part do not have the economic opportunities available to them, aside from the pursuit of traditional activities. Unemployment rates in these communities are astronomically high. For example, in Arviat and Baker Lake, although the official unemployment rate runs in the area of 25 to 30 per cent, the real unemployment rate is closer to 70 to 75 per cent. Many of the people in these communities have given up looking for work because there is none. As a result, they are not included in the Stats Canada estimates. At the same time, Mr. Speaker, the birthrates in these communities are amongst the highest in North America. The basic fact of the matter is that the problem is simply getting worse.

Mr. Speaker, reductions to government programs are felt more acutely in these communities. The more diverse economies in the larger regional centres make them better able to absorb these cuts. Mr. Speaker, I'm not trying to make light of the challenges facing the larger centres.

Thank you, Mr. Speaker. Mr. Speaker, there are opportunities to be taken in all the communities if we can position these communities to take advantage of them. For example, all the communities in the Keewatin region have the opportunity to take advantage of the economic benefits from mineral exploration that is taking place in the area. These are the types of opportunities that we have to be prepared f or.

Mr. Speaker, in my view, the mandate of the committee on economic growth and job creation Would be to develop strategies that would place our communities in this position. In my view, it is not enough for the ordinary Members to simply review or criticize the initiatives that are brought forth by this government. It is our responsibility and our elected duty to offer constructive statements on how we can better deal with these problems; the problems that threaten people of the North who need our help the most: the unemployed and the less fortunate.

Mr. Speaker, I will be pursuing this matter with the Members during this Assembly. Thank you.

Thank you, Mr. Speaker. I just rise briefly to acknowledge a somewhat happier event than has been addressed so far in the House, and that's the huge victory of the MLA Sharks.

The score was 10-3. In one game, we made up for four years' scoring losses.

Prior to the game, I used to hear people snickering behind their hands when they talked about the MLA Sharks, saying they're not sharks they're more like guppies. Now we can hold our heads high because we have finally proven that we are capable of wearing the shirt.

We have things like the Premier's incredible break-away, that if he would have just had another 30 seconds he would have got to the not and maybe even got a shot. We had intense levels of activity. We had this huge collision between Floyd "The Train" Roland and poor, small Don Avison who doesn't remember much of the game or Friday after that collision.

Then we had some tremendous scoring heroes who came out of nowhere like Roy "Huff And Puff" Erasmus who is now Roy "The Trigger Man" Erasmus, with a hat trick; an amazing contribution to the effort.

So I think all in all, Mr. Speaker, the Assembly acquitted itself well and we've set ourselves a high standard to maintain next year. As the Premier said, this year he intends to practise and stick to it. So when he gets his chance, he will be big. Thank you.

(Translation) Thank you, Mr. Speaker. I wish to make a statement on behalf of the Baffin Members of the Legislative Assembly. We are very concerned to learn the decision has been taken by Cabinet to eliminate the regional director's position in the Baffin region. There are a number of important issues in our region which the regional director is handling. The Baffin regional director has been

providing very good support to the Baffin Leaders' Summit, which I chair.

It is helpful that the regional director can represent all departments and agencies of the government in the Baffin region. Community transfer is an important priority in our region. The regional director is chairing a committee of all the key departments overseeing implementation of Community transfer in our region. Having the regional director chair this committee shows that it is an important priority for Cabinet and not just one department.

At our recent Baffin Leaders' Summit, this initiative, which we know is also a priority of the government, was identified as a priority by Baffin leaders. It is especially important that it succeed in our region which, unfortunately, has more than its share of social problems.

Our regional director now chairs a regional wellness committee. If the regional director no longer chairs this committee, we are concerned that this might reduce the support given to this important committee by other departments.

We know that the regional director carries out a number of other important functions in the region. For example, the regional director looks after important visitors who regularly come to the Baffin region. Last year, it was Prime Minister Chretien and Chancellor Helmut Kohl. There are other important visits and meetings planned for the coming year.

(Translation) Thank you, Mr. Speaker. When people become mentally ill, the regional director has the authority to commit them to a mental hospital without delay. Mr. Speaker, the regional director also looks after labour relation problems in the region. The regional director has signing authority in a variety of areas, such as special leave and travel. We do not know who will exercise these important functions if the regional director is gone.

We understand that the laying-off of a senior public servant such as our regional director requires that he be paid a lot of money as severance pay. We believe that with the important work which lies ahead in our region on community transfer and community wellness, the people would be better served if the regional director was actively working with the Baffin management team to conclude these initiatives, rather than doing nothing and still collecting his pay.

There are other important functions being performed by our regional director. He has participated actively on committees which make decisions on fishing and shrimp licences. The fishery is very important to our region. He has also been working very closely with the Nunavut Implementation

Commission to advise them on designing a new government for Nunavut. If the regional director is to be removed, Baffin MLAs will be asking questions to find out what plans the government has to make to make sure that these important jobs will continue to be done in our region.

Mr. Speaker, we believe that now, more than ever before, with the changes being made to try to save money, we need strong leadership at the regional level. For all these reasons, we would not like to see the Baffin regional director removed. If the Baffin regional director must be laid off, we suggest that he be given one year's notice, so that he can bring these initiatives to a successful conclusion and can be productively employed rather than getting paid for doing nothing. Thank you, Mr. Speaker.

Mr. Speaker, I would like to take this opportunity to congratulate the people of Iqaluit for the enthusiasm they showed during last weekend's "Iqaluit for capital" celebrations. Mr. Speaker, invited guests included several Baffin mayors, as well as the mayor from Sisimiut, Greenland. I was not able to attend all the events, as I was here in Yellowknife, but I was able to attend the opening ceremonies.

Mr. Speaker, I would like to take this opportunity to thank the Honourable Goo Arlooktoo and the Member for Kivallivik, Mr. Kevin O'Brien, for stopping in on the opening ceremonies on their way to Yellowknife. Mr. Speaker, over the past few years, our community has suffered some setbacks, but the pride and spirit shown by the elders and the community last week was indicative of a community which is moving forward towards division and Nunavut with confidence and energy.

(Translation) Thank you, Mr. Speaker. I would like to say hello to my wife and my children in Arctic Bay, as well as my constituents in Grise Fiord and Resolute Bay.

On Friday, I asked the Minister of Finance if he and his officials had done an analysis of what would be the actual effects of cuts in wages and benefits to a typical employee. I asked him how those cuts would affect a typical small, medium and large family in each of the eight different

community groups which have been set up under the collective agreement for settlement allowances.

My constituents are very concerned about these changes and trying to figure out what will be the effect on the pay they take home every two weeks. This would be helpful to me because the effect of the changes are difficult to calculate, especially after taxes. I was pleased to learn that the Minister of Finance said that his officials have already calculated how the cuts would affect our employees and that he would make the figures available to us.

However, Mr. Speaker, in answering my questions, Mr. Todd said that he was not sure if he could divulge the information I asked for on an individual basis. Mr. Speaker, I would like to make it clear to the Honourable John Todd and Members of this House that I am not asking for information on individual employees. What I would like to see is how these proposed changes would affect typical families in my constituency and others throughout the Northwest Territories. This information would be very helpful in allowing us to compare how these cuts will affect people who live on and off the highway system, people who have big and small families and people who live near Yellowknife and very far away from Yellowknife. Mr. Speaker, I seek unanimous consent to conclude my statement.

Thank you, Mr. Speaker. I understand that our broadcasts reach through the satellite system quite far and wide and, from time to time, reach the northern US and sometimes the southern US. We do get feedback on that. In that regard, I would like to tell those people out there about the fantastic Canadian Championship Dog Derby that we had here in Yellowknife over the past three days. This is run by the Yellowknife Rotary Club and they have run this for 25 years consecutively. The championship has been held in Yellowknife consecutively for 25 years.

It is a race that is 150 miles over three days. The rotary club does all the work for this. They are out on the ice on Great Slave Lake and throughout the community taking care of the paths and making sure that there are officials in case of accidents and so forth. It is a competition that attracts mushers from around the world, including France and the US, especially the northern US. As a matter of fact, the winner of this year's race was Tim White of Grand Marais, Minnesota.

It has been an extremely successful operation that the Yellowknife Rotary Club has conducted. I would like to make reference to our official here, the Sergeant-at-Arms, Tony Whitford, who is one of the people who hosted it last night. It has been a function that has a great safety record, but also draws a tremendous amount of tourists and business to this community. I would like to congratulate the 55 members of the Yellowknife Rotary Club for the tremendous dedication that they have shown to this race over the years. Thank you very much.

Thank you, Mr. Speaker. My statement is with regard to the establishment of the regional council in the Beaufort/Delta, which consists of the Inuvialuit and Gwich'in tribal councils. Also with the financial restraints in mind and the restructuring of government, this is the opportunity that we have to take over more initiatives, especially in the area of empowering communities and also empowering the region to manage and administer programs and services within that region.

Right now, the Gwich'in and Inuvialuit are presently in the negotiation process with the federal government for self-government. They are also in the process of establishing a regional government within the constitutional process and through the aboriginal summit.

The goal we see in the Beaufort/Delta region is to eventually eliminate or take over the establishment of boards such as education boards and health boards. We want to look at things such as health, housing, justice, economic development and tourism potential within that region. I think, at the end of the day, we have to allow the process to continue to empower communities and regional and aboriginal groups within those regions, so that they can eventually take over more responsibilities and control of those programs.

Also, what we say with regard to this process is fundamentally on the back of everyone's mind is financial restraint. We see a very large financial savings in establishing one body to oversee the operation of the whole region. Instead of establishing several boards and agencies, we will just have one administrative body that will oversee programs and services delivered in that region. I have a question which I will be raising later with the Premier. Thank you.

We are involved, as the provinces are, in discussions about the possible replacement for the GST. Discussions are Linder way with us as they are with the Maritime provinces and others, to see what arrangements can be made to find a replacement or to harmonize some form of provincial sales tax and the GST. I think it's important to point out that our role is somewhat less than the other provincial jurisdictions because we don't have a sales tax. Thank you.

It's difficult to determine the repercussions because we don't know what the actual outcome of the negotiations with the provincial and territorial jurisdictions are going to be. As I said, we are involved in this discussion, we are partners in the process and we're adding our two cents' worth. My understanding right now is that discussions were under way last week in the Maritime provinces. We're a long way, I think, from reaching an arrangement; although, Mr. Martin, the federal Finance Minister, is trying very hard to do so. So, yes we're intimately involved. Yes, we're keeping our eyes on the implication for the Territories. Again, I stress, we are somewhat different because we don't have a provincial or territorial sales tax at this time. Thank you.

I would like to ask the Premier regarding that approach. As he is aware, from my earlier statement, presently in the Beaufort/Delta we are in the process of self-government negotiations. In those negotiations, we are looking at programs and services. How does the Premier see the aboriginal organizations, band councils in communities, Metis locals and aboriginal regional councils such as the Gwich'in Tribal Council and the Inuvialuit Regional Council being involved in those deliberations or discussions coming up to those transfers taking place to the communities through community empowerment?

With regard to the initiative, because there is a possibility of duplicating tracts; one is the negotiation tract where you're dealing directly with the federal government regarding the land claims agreements, and also the goals that are spelled out in those agreements with regard to different programs, taking over initiatives Such as health, education, being able to look at taxation and other elements which are in those agreements. What I do not want to see is that there may be a possibility of having too much process and not enough work being done to have these processes concluded in the time frames that are set forth. The Gwich'in and the Inuvialuit are presently in the process of negotiating self-government agreements with the federal government and the GNWT to establish an agreement in principle by next year. What I would like the Premier to answer is does he see a process in which these people will be involved through consultation, or is it a process which is already spelled out in the establishment of this new initiative. We also have other tax-based municipalities that carry out similar functions as Yellowknife does. I guess the biggest advantage to those larger communities is the block funding arrangement that we've been talking about, and the ability to control their own programs in their own communities. I make it very clear that also includes those tax-based municipalities; they also have to work with the Metis and Dene people in those communities. Thank you.

Mr. Speaker, the Canadian Aviation Regulations Advisory Council last month published a list of 28 airports required to provide airport fire departments. Mr. Speaker, the largest and busiest, as well as the new capital of Nunavut and the only international airport in Nunavut, Iqaluit, was not on that list. Mr. Speaker, several of my constituents have called and have written to me on this serious oversight by the advisory council. My question is for the Minister of Transportation. Is the Minister aware of any plans to close down the Iqaluit Airport fire department, and will he commit to look into this serious matter and report back to the House? Thank you, Mr. Speaker.

I am aware that Transport Canada has developed Canadian aviation regulations and that it is to come into force some time soon. There are three airports in the North - Yellowknife being one, Norman Wells and Iqaluit -- which presently have the fire emergency response at the airports. According to the advisory council, you're right that Iqaluit is on the list not to have this service provided any longer after these regulations come into force which, at the present time, are still pending. Mr. Chairman, Supplementary Appropriation Act, No. 3, 1995-96, requests authority for additional appropriations of $1.810 million. The supplementary appropriation includes the additional appropriations of $2.732 million for operations and maintenance expenditures and a reduction of $922,000 of capital appropriations. These supplementary appropriations should all have funding offsets and will not contribute to the accumulated deficit. However, one of these revenue offsets

This is in relationship to the recovery of the wage package that was related to the transfer of federal nurses to territorial nurses when we did the health transfer a few years ago. In previous arrangements, we have recovered these costs. We have every confidence, given the precedent established in recovery of these costs, that we will be able to cover these ones. Like any politician, we have to ensure that the language is sufficiently clear that it is understood that it is subject to negotiations with the federal government. Under previous negotiations, there was no problem with respect to the recovery of these costs.

Thank you, Mr. Chairman. Mr. Chairman, the interim appropriation act for the 1996-97 fiscal year is required because the main appropriation act for the upcoming year is still under development, pending completion of the main estimates and a review by the standing committees. The government needs interim appropriation authority by April 1, 1996 to allow it to make expenditures for continuing operations in accordance with the Financial Administration Act, which requires that no government expenditures be made which are not pursuant to an appropriation.

The interim requirements were calculated based on operating needs for the first three months in the 1996-97 fiscal year. Although the present legislative schedule anticipates approval of the 1996-97 appropriation act during the month of May, the three-month period prevents a problem if the session schedule shifts a few days.

Departments were instructed to use the 1995-96 fiscal year as a base, but to assume as a guideline that appropriate amounts for 1996-97 would be 10 per cent less than the expenditures during the same period in 1995-96.

Within this broad guideline, the interim appropriation amounts were based on estimated requirements in four areas: one, salaries, wages and benefits for the seven pay periods falling between April 1, 1996 and June 30, 1996; two, amounts required to fund grants and contributions for the first three months of 1996-97; three, other operations and maintenance requirements because the requested appropriation authority provides for the commitment of the full volume of the contracts that must be entered into during the first month of the fiscal year, such as a rental of photocopying equipment. In accordance with the Financial Administration Act, the full amount payable under these contracts during 1996-97 must be charged to an appropriation when the contract is signed; and four, interim requirements for capital expenditures for multi-year projects with contracts which span the 1995-96 and 1996-97 fiscal years, are projects where deadlines due to the shipping requirements or other factors require early approval.

The authority issued under the interim appropriation act expires once the regular appropriation act is assented to in the Legislative Assembly. The regular appropriation act replaces the interim appropriation act retroactive to April 1, 1996. Thank you, Mr. Chairman.

Thank you, Mr. Chairman. The Standing Committee on Government Operations met on March 19 and 20, 1996, to examine the interim appropriation for 1996-97. Committee Members agreed that the individual envelope committees should examine the various parts of this interim

appropriation separately. As a result, the standing committees on Infrastructure, Social Programs and Resource Management and Development met on March 21st to consider the individual items covered by the interim appropriation. The Government Operations committee then met again on Saturday, March 23rd, and Monday, March 25th, during Caribou Carnival, to complete the review of this important bill.

Having spent almost three months reviewing the draft business plans of government departments, Members paid careful attention to the items contained in the interim appropriation. This was to ensure that the interim appropriation properly reflects the government's direction as outlined in the business plans, as well as to ensure that the various recommendations of the standing committees concerning the department's business plans were being met.

While the standing committee agreed that the interim appropriation was ready to be debated in the House, committee Members did note a number of concerns. While many of those were addressed by the Minister of Finance and his staff in committee meetings, some further concerns still remain. These will be addressed by Members here in the House. Thank you, Mr. Chairman. Mr. Chairman, as I mentioned earlier in my brief remark to the capital budget of MACA, the Infrastructure committee had requested an additional $3.8 million in capital projects to be deferred from the MACA capital plan in the projects labelled as "unlabelled." There are three categories in the MACA plan: must-do projects; should-do projects; and, unlabelled projects. They are priorized with must-do and should-do being one and two, with three being the unlabelled projects. Mr. Chairman, my committee asked the Department of MACA, in that $7 million for the capital projects, could they find an additional $3.8 million. To my surprise and chagrin, Mr. Chairman, I see that those projects were not cut. I know $3.8 million is a lot of money, Mr. Chairman. I also realize that when these projects go ahead, they create jobs. It was very difficult for me, for example, to commit to that when I see a dump truck or a pick-up truck because they do create a lot of jobs in communities, of course, so I can't buy into that.

Mr. Chairman, my feeling has been from the beginning that we're going to sing from the same song sheet, we have the common agenda, the common touch, the common people, the collective of the board working here. My feeling is that I'd rather see $3.8 million taken out of capital projects than hearing on the radio today that $1 million has been cut from one of the hospital boards. Mr. Chairman, that's what I'm saying. I know that MACA has met its target in the Infrastructure committee but I am not prepared to sit here today and put $3.8 million in the capital project of MACA under unlabelled projects when we are cutting social assistance. I will not do that on the backs of the unemployed. That is my point, Mr. Chairman. I made it this morning in committee and I will make it in the House tomorrow, I will make it in the House today, or whenever.

If we're going to be serious about deficit reductions then we should go back and look at the projects that we need. My committee took this very seriously. Maybe someone else from the committee might want to speak to it. Like I said, I don't see the need for a lot of the things in unlabelled.

Thank you, Mr. Chairman. We all take the budget exercise seriously. If we're going to take it seriously then we should argue and debate it seriously; we should have concrete, solid arguments as to why there should be changes made. That $3.8 million of additional reductions, the FMB and myself, as the Finance Minister, disagreed with it. I've told Mr. Picco, as I've told the committee, that on occasion there will be disagreements in this House. Certainly, Mr. Picco is at liberty to speak to it and this committee is at liberty not to support it. However, it's the opinion of the FMB and my department that all of these projects should move forward and that they don't and shouldn't jeopardize other projects. It's part of an overall capital expenditure plan that was put in place five years ago that involved municipal governments in determining the priorities of these expenditures along with the acceptance of the MLAs. These are not some ad hoc, arbitrary decisions on how we expend capital money. This is a program that's been designed over a five-year period. Let me assure my honourable colleague that, on occasion, FMB and the Cabinet will be in disagreement with some of the committees. In this particular situation, I believe these expenditures are required in the time and the way they were laid out. Subject to House approval, we will proceed with them. Thank you.

Let me assure my honourable colleague that it is going to take more than two months to privatize parks and that the system of government still has to function. It will take some time. The Minister responsible knows it is a priority and I am sure we will be able to come forward with a comprehensive plan on privatization of parks as we will with other aspects of government. However, in the meantime, there are still a number of programs under way and signed contracts that we have commitments for which we have to fulfil. For example, in your riding, Mr. Chairman, Tuktoyaktuk parks, sites and facilities of $40,000. That is a signed contract. Regarding Sylvia Grinnel Park in Iqaluit, we have a signed contract for $80,000. So, Mr. Chairman, it is important to understand that we are under obligations here and while Mr. Picco does imply that we are going to privatize this, we are not sure about the time lines for privatization. That is currently being worked out by the new Minister and the new Department of Economic Growth which Mr. Kakfwi heads up.
