Thank you, Mr. Chairman. Mr. Chairman, the approach we are taking in communities where we have band councils and Metis locals, in addition to community councils, is that we are willing to work with the whole community on proposals for community empowerment. We are currently looking at the community of Aklavik, which is a pretty good example of a mixed community. In that community, the Metis, the Inuvialuit, the community council, and the band have worked together to put together a community council. We are working with that community council and yes, it is conceivable that infrastructure could be transferred to that group. How we work through the legal issues around does that group need to be incorporated into a new group, the membership, et cetera still remains to be worked out. We have really tried to keep the door open. We think it is in the communities interest for us to work with the whole community. That is the approach that we are taking. Thank you.

Mr. Chairman. How do we keep this within a public body? Using community corporations as an example, they are not considered a public body. They are aboriginal corporations. I believe the same applies to bands. They are considered an aboriginal government and as such are not a public body. How do we justify transferring facilities that are for the purpose of serving the public? How do we transfer these facilities to these groups and still maintain ownership in some form?

Thank you, Mr. Chairman. Mr. Chairman, this is an area where we have been trying to apply some creative thinking. The Member is quite right. In the past, the GNWT has been very reluctant to enter into partnerships with some of these groups on the basis they were not public governments as defined by our current municipal legislation. In the phase two review of our municipal legislation, we are going to be talking to these mixed communities about how we can have all these groups working together through a structure that does reflect the entire community. In that exercise we may find our answers. We are certainly trying to take a very open and creative approach to this, so we really can have the whole community working together. Thank you, Mr. Chairman.

Thank you, Mr. Chairman. I have been listening with interest for the last couple of days and even weeks and months that people are concerned about the community empowerment initiative. They are afraid the communities might not be ready to take on certain aspects of governing themselves. Rightfully so, Mr. Chairman. We should be concerned that people have to be properly prepared for this. From looking at the Minister's opening comments, they are contemplating training and the rest of it, but the problem could be there is not enough money in the area. Is there a possibility we could put more money into the area to ensure there is enough training in the communities, so they can do a good job?

I know the budget seems to be well thought out and of course everything has to fit. Perhaps the thing to do, is to go outside of the budget and ask the Minister of Finance for some more funding in this area to ensure it is properly implemented. The Minister has indicated it is up to the Members. I am certainly willing to discuss this with the Finance Minister. I know that with the concern the other Members have expressed, that they will be willing to support such an endeavour. Thank you, Mr. Chairman.

We have an hour left and we have a lengthy agenda ahead of us before Thursday. Not to preclude the right of MLAs to ask about every plugged toilet and every pothole and stuck door in their communities if that is what they wish to do, I suggest we plan to extend sitting hours if we want to finish MACA today given the workload we have for the rest of the week.
