Regarding the motion, I believe during the tough times in a lot of communities regarding cuts to the budget, cuts of programs and services, cuts regarding capital expenditures especially for roads and other infrastructure in the communities, we are finding there is insufficient funds in the budgets that communities are receiving, especially regarding residential development and what not. This money could be more appropriately spent in that area than being spent in mapping and aerial photo at this time. We can wait until we are in a more secure financial state. That money could be better spent elsewhere. Thank you.

Thank you, Mr. Chairman. Mr. Chairman, I will be voting against the motion. I believe at this time $360,000 is capital expenditure for mapping and aerial photography that is needed. It is very important to be able to show on those types of maps with the pictures that are being taken by air, to show what has happened on the ground. Just recently I have had an opportunity to get some of these pictures. I found them to be very important. I used them to show some of my constituents in Yellowknife about the different lots and everything. I will be voting against the motion.

Thank you, Mr. Chairman. Mapping and aerial photographing of the community site is an important part of community planning. The department has indicated it is used for that purpose. I know from my own experience these aerial photographs are included in the community plan. They are an important part of the community plan, so is the growth of the communities, and so is the area that can be used in the future. It shows if there is any geographical changes in the shorelines. It is an important part of the community planning. I believe if we delete it from this budget, it will only slow the whole process down by one year. The department will still have to do it in the future. I do not have any previous cost or any future cost identified, but I am sure the department did take into consideration the cuts when they introduced this figure in the budget. Therefore, I am not going to support this motion.

I spent some time in that area about two years ago and realized the value of that particular operation. It adds to, not just the department of Municipal and Community Affairs, but to the Housing Corporation and to all other government departments in planning roads and in locating subdivisions and locating expansion areas and so forth. I too, will be voting against the motion, Mr. Chairman. Thank you.
