Thank you, Mr. Chairman. Mr. Chairman, if a cost benefit analysis was done on a certain community and it was found that it was not cost effective, would the transfer take place? My concern here is that once a community would take on a responsibility and then to find out down the road that it is really more than what they bargained for, it is more costly and they really got a pig in a poke where they find themselves in a tight financial situation where it is very difficult for them to run or operate that function or that department. My question is, if the cost shows that it is not feasible or it is more expensive, would it still be transferred?

The bottom line is that we would like the communities to succeed and the staff would be working with the community at all times and monitoring the community when the transfers are taking place and there is an open communication with the community when the transfers are taking place and also before the transfers take place. One final question. I am not quite sure if I have made myself clear or if the question was answered. My question was, if the cost benefit analysis indicated that it was not feasible and it was going to cost more to offer the program or transfer the program to a community, would the program still be transferred or would there be a delay or would it not be transferred?
