Mr. Chairman, my final supplementary is in regards to airport transfers. Obviously, if the total responsibility for airport operations is transferred to the communities, I expect there is going to be some major insurance involved in this. Poor maintenance in those runways could result in major impacts on the community, in regards to accidents due to poor maintenance. I wonder if the Minister could advise me how this is going to be addressed. Are the communities going to have sufficient funding to cover these insurance costs?

Thank you, Mr. Chairman. The transfer agreements regarding airports are being negotiated with communities directly by the Department of Transportation. I am aware the issue of insurance is something that is being
addressed specifically within those transfer agreements and the financing, cost implications of insurance is being addressed as part of the agreement. Thank you, Mr. Chair.

Thank you, Mr. Chairman. Mr. Chairman, through the whole community empowerment initiative, it is very difficult to find out what exactly is on the table in community transfers. So while the infrastructure is on the table, is everything on the table that communities take over? Also, there are so many different departments out in the communities pushing community empowerment. In any given community, there could be Transportation talking about the airports or you might have DPW talking about taking over the school, so on and so forth. I wonder, when the co-ordination from the regional offices for the communities for this type of agreement between the different departments is occurring, does MACA keep a good check on what is being discussed? When, for example, Transportation talks about taking on the airport in a certain community, does that department check with MACA to make sure, for example, the community is in a good sound, financial situation?

We have regional RICE teams, inter-departmental community empowerment teams, that meet regularly at the regional level that are co-ordinated by MACA if a community is interested in a transfer. This is done through planning through these regional teams that get together and talk about a specific community. Also one of the other things we are doing are assessments of the communities to see what is a regional interest, community interest and territorial interest. Everything is co-ordinated and monitored by these regional teams of superintendents at the regional level. Thank you, Mr. Chairman.

Going back to my earlier remark, at the beginning, when I said what is on the table for community transfers, what is on the table? Are we talking about if a community wanted to take over the O and M on the nursing station, could they do that? Could they take over the O and M on the school, whatever building, maintain the breakwater in town, which DPW currently does or transportation? So I wonder what is on the table and what is not on the table?

We are out there introducing community empowerment to the communities and making presentations and co-ordinating community empowerment. Each department identifies what is available. As each program comes forward, as each team goes into a community, let us say they go into a community of Tough Luck Bay. Transportation says, do you want to take over the airport in Tough Luck Bay and Tough Luck Bay says, yes. They go back to the regional co-ordinating community of MACA and MACA says you could take over the airport. In other instances, the co-ordinating team goes out and it is the Department of Health. The community of Tough Luck Bay says we want to take over the O and M for the nursing station. Does the Department of Health then come back to MACA and say we are going to do this? Is that what the Minister is saying? It depends on each team, each department, on each community? There is no list of what is not on the table? It depends on whatever the way the wind is blowing? How do we know?
