I do not know if it was the last budget, but it was to do with municipal lands and how communities could access them, especially in the smaller communities where people cannot buy the land or lease it for long terms. There was to be a review of this policy in this area of making lands accessible within communities. Has that been completed?

Thank you, Mr. Chairman. Mr. Chairman, MACA has been involved in the reform of land and the land reform initiative has been under way now for about a year. The initiative involved devolving authority and responsibility for Commissioner's Lands within municipal boundaries to municipalities and recovering costs for land development and administration. Those are the two key focuses of land reform initiative. Thank you.

Thank you, Mr. Chairman. Mr. Chairman, part of the review will result in a new land pricing policy which would be based on the full recovery of development costs starting this year. In conjunction with the NWT Housing Corporation, we have also developed a program to address affordability issues for home owners and people that need to build on land. We have developed a subsidy program there. We have also developed a plan for user pay and cost recovery of land administration services. Part and parcel of this approach has been the development of a training program with the colleges for community land administration and people who have trained and who are working for municipal governments to administer land. The idea here is to transfer the control of municipal lands to municipal governments and for the GNWT to get out of the business of being the landlord in the community. Thank you.

Thank you, Mr. Chairman. Mr. Chairman, aerial photography and mapping of communities is used to provide a good basis for the development of communities for community planning, so that when new subdivisions, et cetera, are put in, that they are put in the right place. It provides a graphical way of showing how the land changes, the contouring, et cetera. We do air photography in all communities every second year, but the department is involved in digitizing this information with new technology, particularly with new satellite technology. We are going to be able to decrease our activity in this area and we are almost finished this phase of the process. In communities that are growing quickly, as many Members have pointed out, this is an important component of being able to have good surveying and good development in communities. Thank you.
