In regards to the cuts that the communities have taken, especially in regards to the cost to develop property and the amount of money they are getting to develop residential property, in my riding in Fort McPherson, they are getting $16,000. You cannot build much of an upgrade with $16,000. In the case of Tsiigehtchic, it is a joke, yet we are spending money to take pictures and we do not have the money to develop the infrastructure in the communities. Could that money not be better spent on those areas where there is that need of upgrade and develop communities on the ground versus taking pictures from the air?

For $360,000 a year, do you not think that is excessive? We have a deficit. We are trying to save money and cut back on costs. You do not spend $360,000 a year just because you want to keep your information up-to-date. We either cut programs and services, we are cutting elders' fuel subsidies, we are cutting the amount of property that can be developed in communities. We are finding there is more demand for community infrastructure needs. We are still spending $360,000 a year. How many years has this been going on? I would suggest to pass a motion here to delete the whole thing and spend it elsewhere where it can be better used.

The air photography and mapping budget is a basic information that the department does use for its land development program and road construction projects, but it is also used by other departments in government and others who wish to access the information that is available in the department for doing
infrastructure construction work in communities. The department takes the air photo and when used in combination with legal survey work that is done, it is of sufficient quality that preliminary engineering work can be done, preliminary estimating, cost estimating, can be done. Road alignments and other types of preliminary engineering work can be taken from the use of the air photos used in combination with the legal survey work that the department also does. When all of that budget is consolidated in one amount, it looks like a large amount. If that amount was to be distributed across all of the capital projects that are done by the government and others that make use of that information, it would appear to be a small amount on a per project basis. Thank you, Mr. Chairman. If I had $360,000 in my riding everyday, I would be happy too. What have you done in those communities prior to having this thing in existence? There was a way of establishing your roads through surveys and things like that so that method is still being used before aerial photos came to be. There was a process in place where people were able to survey in regards to set markers and things like that to develop roads and buildings and everything else. I am saying we were able to do it before. I am saying in this critical time, regarding cost savings and what not, that why was this not looked at as a possibility of holding back, cutting back, or finding a new method of doing it cheaper than for $360,000 a year? You are talking over a million dollars in three years. That is just one area and you are talking about surveying costs of $175,000 a year. You are spending almost half a million dollars just between those two sectors a year, yet we do not seem to have enough money to develop our roads in the residential areas in a lot of these communities. I would like to ask the Minister if she would seriously consider looking at that to see what savings could be made in that area? Thank you.

One hundred thousand dollars of it is going to the aerial photography, $260,000 of that money is going to mapping and that is across the whole NWT.
