Thank you, Mr. Speaker. Mr. Speaker, the boards currently in place are boards of management under legislation. They have a clear role, as well as we've spent quite a bit of time over the last two years developing a manual and job description for authorities and board members. Their role is not to manage on a day-to-day basis. There is a CEO that reports to each board who is charged with that responsibility. To be clear, while they are boards of management, their role is not to micromanage on a day-to-day basis, but occupy themselves with budget issues, program issues and dealing with the concerns that may arise at the community level, possibly in terms of some of the broad underlying issues that may result in staff turnover.
