Member's Statement 43-13(7): Regards And Best Wishes To John Arnalukjuak March 22nd, 1999

Thank you, Mr. Speaker. Mr. Speaker, I would like to send good wishes and good health to my very good friend, one of my constituents and one of the pioneers of Nunavut, Mr. John Arnalukjuak, Sr. Mr. Speaker, John is a living legend, a well-respected elder and a man who has given freely of himself for the past half-century, not only to the people of Arviat, but to the people of Nunavut. Mr. Speaker, John is somewhat under the weather and, John if you are listening, I hope you are feeling better soon so you can join me in Iqaluit on April 1st for the historic Nunavut celebrations. Thank you.

Item 19: Consideration In Committee Of The Whole Of Bills And Other Matters March 21st, 1999

Thank you, Madam Chair. The Special Committee on Nunavut Legislation met on March 17, 1999, to review Bill 5, Nunavut Power Utilities Statutes Amendment Act. Bill 5 will amend the Northwest Territories Power Corporation Act as duplicated in Nunavut to establish the Nunavut Power Corporation and to allow the Northwest Territories Power Corporation to provide services to Nunavut. It also makes several consequential technical amendments to other legislation as duplicated in Nunavut.

This legislation is enabling legislation that allows for the limitation of the Transition Agreement, as negotiated over the past year and a half by the Government of the Northwest Territories, the Office of the Interim Commissioner, Nunavut Tunngavik and the Western Coalition.

The Special Committee on Nunavut Legislation notes that Bill 5, Nunavut Power Utilities Statutes Amendment Act, was recommended by the Office of the Interim Commissioner and Nunavut Tunngavik Incorporated and, as such, we support the passage of this bill. This bill is necessary to allow for the order and development of a power utility in Nunavut. Committee members may have questions or comments as we proceed. Thank you, Madam Chair.

Member's Statement 257-13(6): Passing Of Jon Lindell And David Tagoona December 8th, 1998

Thank you, Mr. Speaker. Mr. Speaker, I do not know if I can add much more to comments that were spoken by Mr. Arlooktoo, Ms. Thompson and Mr. Barnabas, regarding the death of a very good friend of mine, a trusted confidante, an advisor, Jon Lindell, who passed away late last night. Mr. Speaker, Jon will be missed greatly by all people in the community, all the people of the region. He gave a lot of himself to his wife, to his family, and I think to the residents of Nunavut.

Mr. Speaker, this only adds to the sadness when earlier this week, I announced the death of Mayor David Tagoona, another good friend of mine. Mr. Speaker, for the record, we realize that the media coverage of Mr. Tagoona's death was somewhat contorted, even misleading. As of this morning, the medical directors acknowledged and announced that Mr. Tagoona died from a massive heart attack on Sunday. Mr. Speaker, I will ask my fellow colleagues to join me in offering our sincere condolences and our prayers to Nancy, sister Charlotte, all the family members and the children at their time of need. Thank you.

Item 19: Consideration In Committee Of The Whole Of Bills And Other Matters December 7th, 1998

Thank you, Madam Chairperson. The Standing Committee on Government Operations reviewed Bill 22, the Legal Registries Division Measures Act, at its meeting on December 7 and 8, 1998. The committee would like to thank the Honourable John Todd and his officials for presenting the bill and responding to issues raised by the committee. Madam Chairperson, this bill makes technical amendments to the Business Corporations Act, Co-operative Associations Act, the Partnership Act and the Societies Act that will assist those bodies in making the transition to the two new territories. The amendments provide that corporations, co-ops, partnerships and societies primarily located in Nunavut as of March 31, 1999, will be deemed as of April 1, 1999, not to be formed under NWT

legislation.

Under corresponding amendments made to the Nunavut versions of these acts by Bill 23, these bodies will be deemed to have been formed under Nunavut legislation. Bodies deemed to have been formed in Nunavut will be able to carry on business in the NWT without having to register as an extra-territorial body until March 31, 2001. Other transitional provisions will allow NWT bodies to use offices and addresses in Nunavut until March 31, 2001.

Madam Chairperson, this bill also amends the Land Titles Act to repeal spent transitional provisions and adds a transitional section to the Securities Act allowing addresses for service in Nunavut to be used.

Madam Chairperson, Members of the standing committee had no concerns with this bill. This concludes the standing committee's comments on Bill 23, the Legal Registries Statutes Nunavut Amendment Act. Thank you, Madam Chairperson.

Question 277-13(6): Status Of Nunavut P3 Projects December 7th, 1998

Thank you, Mr. Speaker. Mr. Speaker, I wonder if the Minister could confirm what the dollar amounts are, roughly, at this point in time in relation to the Arviat project, the Cambridge Bay project, and the Rankin Inlet project, and also if the Interim Commissioner's Office has signed off on these particular projects? Thank you.
