Thank you, Mr. Chairman. We are under family and children's services, and one of the activities under this category is family violence protection. In reading through Hansard on Monday, there was some discussion about criteria and where units or family violence shelters are built, how they are built, and how they get on the priority list. There was considerable discussion on the Nutaraq's Place extension in lqaluit. I am just wondering about the money that was allocated, or spent, in prior year's cost, $446,000. How is that approved? Is that a ministerial discretion or cabinet discretion, or was there just a pot of money somewhere that you found and spent?

We did develop a Financial Management Board submission, which was signed off by the Minister and put before the Financial Management Board for approval.

My concern is, if there are going to be capital

moneys allocated for this project, and here we are dealing with capital estimates for 1992-93 and there is no allocation in this book for that project in Inuvik, when will we see moneys allocated to it? This $130,000 that we see in headquarters, renovations to buildings, is that $130,000 already earmarked for other projects?

Thank you, Mr. Chairman. The co-ordinator of the family violence program works with the societies and the organizations in communities, along with our regional superintendents. We do not have very much capital money for family violence shelters, but we do work with the societies in directing them toward possible federal money under Project Haven. We have been working with the society in Inuvik to attempt to get a proposal put forward to the federal government to get some capital funding, and we would continue the operation and maintenance funding.

I am looking at Hansard again. The Minister stated, "We are looking to assist Inuvik, and I will continue to look at that project and assist them in every way that we can, given the resources, if we can find the money and the need is there.* In one of our sessions here in this House I tabled a document, the proposed work plan for the shelter in Inuvik, for the society. I think the material that was presented clearly demonstrated that there is a need, and a very urgent one, and that there are in the works, now, certain plans, and certain government houses have been identified as available to use as a shelter. The group is caught up in the bureaucracy system in trying to get O and M funding. Somewhere down the line they have to get a capital transfer and renovations. My concern is, when will this happen? If it is going to happen this year, how does it get reflected in the budget we are dealing with? I am not sure. Or do we end up with another project like lqaluit, and there is a pot of money that is all of a sudden identified? That would be nice.
