Mr. Speaker, the biggest part of consultation has been with the Department of Education in Nunavut government because that department will have to agree to fund the program on an ongoing basis. We are optimistic that the department will agree that that program should be funded and that is why we are proposing to pay for an access program in this current year. Thank you, Mr. Speaker.

If students have already completed this course or this type of course, it would not make a lot of sense for them to repeat the course. Far better that they plan on attending the first year of the course of study if Nunavut Arctic College is successful at getting the Department of Education in Nunavut to fund the course. I guess, that was the point, that we already had a one-year program that was cancelled; so I wonder why the Department of Education did not look at funding the second year of this program when you have already have students who are trained. Why repeat a program when you had students start a program they were told we could not fund, so now they are sitting around? This program starts in January and they have already done it. What do you do with people that have been trained for it now, a year or two years sitting around? Why was there no consideration given to the department to fund the program for two years and the second year of the program, not at the entry level year? Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Mr. Speaker, this government's responsibility for funding Nunavut Arctic College ends on March 31, 1999. It would be impossible to run a program as we could not complete a program in that period of time. Since we were only recently allocated these funds, we looked at what was possible and have found it possible to complete an access program. Therefore, recognizing the need to train more nurses in the Nunavut region, we feel it is worthwhile embarking on this exercise at this time. Thank you, Mr. Speaker.
