Thank you, Mr. Chairman. The information we have been provided indicates that the RFP did not specify a completion date. The proposals all varied in the length of time required to complete the installation. Delays occurred in the awarding of the contract because of some issues with securing the funding source. Installation is currently underway. Some technical problems, which are not uncommon in these types of situations, have delayed installation by about six weeks, but there were no dates specified in the RFP according to our information.

I know that the RFP mentioned that the network had to be tested and proven. I thought there was a date that this had to be done by in the RFP. Was that not the case?

Thank you, Mr. Chairman. Again, our information is, of course, testing is required and testing is being done on a circuit by circuit basis as the work is completed. We are not aware of any deadline that was specified in the contract or RFP with respect to any drop-dead date on testing.

Thank you, Mr. Chairman. I think that it is worth pointing out that there was a functioning fibre-optic network in operation that been tested and proven before the closure date of the RFP. That was by the proponent that was not selected. More than a year ago, there was one up and running to all the buildings, but we chose one that still had to be installed.
Mr. Chairman, I understand that the lowest bid for the supply of cabinets that makes up part of this $480,000 was rejected because it was faxed. I thought that we allowed faxes on tenders. Is that not the case?

We cannot confirm whether or not the lowest bid was faxed. We can confirm that in this particular RFP, faxed bids were not accepted. This is something that is at the option of the contract authority who is issuing the RFP and that was a provision of this particular RFP. Whether or not the bid that was attempted to be faxed was the lowest, we have no information in that regard.
