Mr. Chairman, my understanding is, in previous years there has been an allotment in the business plans identified for this project, for planning and the first phase of construction, so I am surprised that this amount would be identified in a supplementary appropriation. Mr. Chairman, the reason that this $300,000 is being requested at this time is that because this project was originally a P3, there was no money in the capital acquisition plan. So we do need the $300,000 at this time to provide funding for various consulting contracts and site preparation.

Mr. Chairman, there was an announcement done earlier in the year that approximately $1.3 million was to be identified for the first phase of this for planning and ordering of equipment, but this falls far short of that. What is the situation here? Again, my understanding was, in previous documents it was identified in the capital plan. Is the Minister stating when it went from the old way we accounted for capital plans to the tangible capital assets, that they dropped this one?

Thank you, Mr. Chairman. I am just a little bit concerned. A colleague of mine already spoke up about this and I am just bringing up his concern. We are putting money into a specified fund and we are taking money from the Territories, northern money. We are not saying that the Northerners will get a chance to do any work on this. Thank you.
