I apologize if this material has been covered in any great detail but I wanted to ask about the permitting, specifically going mains to mains, 2002-2003, 2003-2004. There's a bit of a jump, say, in electrical permits and that looks really to be about it, but I am wondering if the Minister could tell me if this was an anticipated increase in the number of permits or if we have raised numbers here.
