That is right, Mr. Chairman. So far, what we have done is when W.C.B. determines that applicants should be compensated we normally pay it out of -- I am sorry, Mr. Chairman, apparently we had it in our previous budgets, until this year. We were told by the Financial Management Board that we should not have this money until the policies, or the guidelines, for the Workers' Compensation Board have been developed. We will be allowed to request supplementary dollars once we have guidelines for the Workers' Compensation Board. Thank you.

Mahsi. Another concern that I have, and it was raised several times last week, is a concern about water quality, the levels of testing, and the lack of progress in the negotiations of the Trans-boundary Water Agreements. Again, many of the people that I represent, and the communities in my area, are downstream from the activities that are taking place in Alberta and B.C. I wish to reiterate the concerns of the Member for Thebacha, that this government has to get on to the negotiations of the Trans-boundary Water Agreements, and has to ensure residents of the north that we are going to have ongoing, good quality water. Mr. Chairman, I agree, that we have to have agreements between provinces and the Northwest Territories. We have a draft agreement with Saskatchewan, but we have not been able to get final negotiations with the Alberta Government. They do not want to until they have a final agreement with British Columbia. We would like to see the conclusion of the Trans-boundary Water Agreements, but at this point in time, we cannot, until they have a Trans-boundary Water Agreement between the two provinces. Thank you.
