Thank you, Mr. Chairman. Mr. Chairman, the concern I have is that by using supplementary appropriation for capital investment expenditures, we have to realize that through the Financial Administration Act, we do have some contingencies in place for ensuring we do not see misuse of this for finding a new way to have capital investment put in through a supplementary, and not going through the planning process.
Could the Minister tell me exactly, in the Financial Administration Act, is there a process in place for informing Members and what not, if these capital items are being put forth, or that it could have an effect on other Members' capital issues? I would like to ask the Minister, have you looked at the possibility of tightening up the Financial Administration Act so there is no misuse of supplementaries for capital investments?

Mr. Chairman, there is not a provision in the Financial Administration Act in itself to ensure that, but there is a policy in place requiring consultation. That is done on a quarterly basis. As well, in the event that the expenditure is over a certain amount, then there is also a policy requiring consultation with the MLA. Thank you.

Mr. Chairman, there have been instances in the past where funds have been moved from individual ridings to another person's riding with no consultation. That is why they have made attempts to do that and because of that, there have been funds taken out of, say, a capital project, and moved to another person's riding when that fund was originally allocated to a particular riding.
I would like to state again that there has to be a tightening up of the rules. We have to put some contingencies in place. I think we may not have much of a surplus to play with now. Looking at the possibility of a deficit, where we are looking at cutting $50 million, there may have to be some contingencies made in this area to ensure that we do not use supplementaries to possibly put us back in debt again because of the way that it has come forth.
Again, I would like to ask the Minister, will he consider bringing forth amendments to the Financial Administration Act in regard to protecting ourselves in regard to a deficit situation by misuse of supplementaries for capital items, so we do not go into the old mode of how we were doing things in the past? We are already starting to see cuts in the system and I, for one, feel we have to ensure we follow policies and regulations that are in place to ensure that does not happen. Will he be considering bringing in or amending the Financial Administration Act or policy to ensure that does not happen?
