Mr. Chairman, that is correct. The total amount for building the winter road is $195,000. This $101,000 plus the $94,000 we mentioned yesterday that is coming from other sources. How much we actually have to put in, that is the maximum. The amount we actually have to put in is going to be dependent on our success in negotiating with the oil and gas company. Thank you.

When you negotiate, you try to pay as little amount of money. Now you have identified $101,000 already and you have already committed yourself. Where is the negotiation in this? Thank you.

Mr. Chairman, we want to have as much contribution from the private sector, the oil and gas company involved, in this one as possible. We have got to have as much as possible. We need to have this amount of money approved at this time in order to prepare for building the winter road. We cannot assume any particular amount as a result of the negotiations. I assure you that we continue to negotiate as thoroughly as we can to save ourselves, as a government, money, and have as much private sector contribution as possible. We are not going to stop because the money is identified here. Thank you.

Mr. Chairman, the objective of negotiating is to reduce the amount of government contribution as much as possible, if we were able. For example, for the company to pay $50,000, then it would reduce this amount by that and we would lapse some money in this category. If we are not successful in negotiating a contribution up front, but the company wants to use the road, then we might have to look at other ways of negotiating a fee, for example, a toll. However, we do not stop negotiating just because the money is identified here. Thank you.

Mr. Chairman, thank you. Just to help the Members understand the situation a little better, we should keep in mind that there is only one road and right now, it would be kind of a problem if both the oil and gas companies and the Department of Transportation applied for the land use permit. We would have to figure out how we were going to both use that particular route under one land use permit. This is all involved in the negotiations. It is very similar to the situation on the North Slave winter road, the Lupin winter road.
