Thank you, Mr. Chairman. What I asked the Minister was, how can you charge a toll after it is built? I know on a couple of occasions that the Minister said he is not aware of what his department is doing, and on another occasion he does know. I wonder, who is running this department? I am not sure we are talking to the right person.

Thank you, Mr. Chairman. The $80,000 is quite a big amount of money for engineering costs. I am just wondering if the department is planning to put an all-weather road in here. The Minister sort of blurted it out a little while ago. I am wondering if their plan is to put an all-weather road in? Thank you.

Thank you, $80,000 will go a long ways in building a winter road to Snare Lake.

I would just like to ask the Minister, since they are putting a lot of money into Colville Lake because there is industry and activity, can they look at the same thing in other areas because this is a lot of money going into one area? When we became a government, we said that we would be fair to everyone across the North. Looking at this budget, looking at the supplementary, everything that we have been doing in the last few months, there is no fairness. I just want to make that comment.

Thank you, Mr. Chairman. In regard to what is going on here, I think this should have been done in the main estimates. I would like to ask the Minister of Finance, because the way it looks to me that this will be an ongoing cost, will these amounts be put into the business plan process that is coming up in February? Where will we be dealing with this in the House in the 2001-2002 budget?
I, for one, feel that we have to, from looking at the budget allocations that are there now. We have figures which are way over and above what was allocated in previous years. I would like to ask the Minister of Finance, exactly what assurances we have that we are not going to be back here next year trying to find a system to reinvent the allocation of money, by coming forth by supplementary without using the business plan process.

Maybe the Minister could inform the Department of Transportation that they also use the process that is in place and not come forth with a supplementary for these items. I, for one, feel that it is not fair to the other communities that have to depend on the budgets that are in place.
We have seen some cuts in this department for the last number of years. To see this large influx of money now into one particular area is not fair to those other communities that have been asking for winter roads or have been asking for improvement for maintaining the existing system. If we can do it here, what is the use of having a planning process?
