Mr. Chairman, certainly, Northerners will get an opportunity to participate in this project and benefit from it. The most recent estimate we have is that out of the total amount of money, the benefits that will go to aboriginal companies and individuals were somewhere between $2.3 million and $2.9 million, so there is considerable benefit as a result of this project.

Thank you. I have a question regarding these dollars and I wanted to also point out that in the highway strategy, it refers to the Mackenzie Valley winter road and bridges. There is a statement in there that indicates that no dollars would be spent on this project until there is a commitment from federal dollars. However, we got this document a week ago and already in there we had budgeted the sum of $970,000. I am just curious if it is worked out. I am not sure if the Minister had the foresight that we did not have and knew that it was coming, but I want to ask the Minister if he knew, how long has he known that the federal government had committed the $3 million plus towards the bridges in that region?

Mr. Chairman, I probably knew roughly two months ago that there was interest in this by the federal government. A little over a month ago, the federal Minister gave me a verbal commitment that he would find a way to work this out, and we knew that the money was finally approved on, I think it was Monday when I was told.

Just a question. On page 12, you have highways, but on page 19, you have two different line items in regard to $15 million for highways. Then you have $34 million over here, so I am just wondering exactly, for the whole department, is there $50 million in the department's budget? There are two separate funds here? I thought there was only $34 million in the whole pot.

Mr. Chairman, in regard to highways, is that contract going to be a sole-source contract or a negotiated contract? Do you have any idea as to how that money is going to be used?
You did mention that there is going to be other parties associated with funding this. Presumably, you have departments putting money into it. Now you are talking about the private sector putting money into it, so how is that going to be let? Is that going to be a public tender or a negotiated contract?

Thank you, Mr. Chairman. The problem that I have is that there is now a third party who is involved in this. We have the departments and a private oil company. Are they going to have a say in regard to how this is going to be contracted? Through the agreements between the oil company and a community, this may be one of the things that is requested, so it will be part of their socio-economic agreement or compensation agreement they may ask for. Will they have a say in regard to how this money is going to be spent?

Mr. Chairman, I do not believe that we have the ability to allow anyone else to have a say in how we spend our money. At this present time, I do know that there are negotiations going on between the department and an interested oil firm in how they would contribute towards this project.
