Question 227-13(3): Review Of Rents Charged In Elders' Facilities May 14th, 1996

Thank you, Mr. Speaker. My question today is to the Minister of Health and Social Services, and following along Mr. Picco's questions about the rates charged to seniors in care facilities in the Northwest Territories. I also have a multi-level care facility for seniors in Hay River and I attend the meetings of the Hay River Seniors' Society as often as I can. It was my impression, from attending one of those meetings, that the seniors, at least in Hay River and perhaps the NWT Seniors' Society, had considered the issue of these rates. I was wondering if the Minister had ever received any formal correspondence, either from the Hay River seniors or the NWT Seniors' Society, with respect to the amendments to the rate. Thank you.

Motion 8-13(6): Recision Of March 28, 1996 Committee Of The Whole Decision May 13th, 1996

Thank you, Mr. Speaker. Mr. Speaker, I give notice that on Thursday, May 16, 1996, I will move the following motion: I move, seconded by the honourable Member for Yellowknife Centre, that the motion adopting the report of the chairman of Committee of the Whole on Thursday, March 28, 1996, in respect to the position taken by this House that the discussion on the report of the Commission on MLA Compensation had been concluded, be rescinded; and further, that Tabled Document 1-13(3), be referred back to Committee of the Whole for further consideration.

Name For New Western Territory May 13th, 1996

Thank you, Mr. Speaker. Mr. Speaker, as we all know, on April 1, 1999, the Northwest Territories will be divided into two new territories. The new eastern territory will be called Nunavut, however there hasn't been a decision on the name for the new Western Territory. As a suggestion of the other western groups involved in constitutional work, a subcommittee of the Western Caucus has been given the responsibility of finding out what western residents want our territory to be called. Four weeks ago, we started the process by inviting the residents of the Western Arctic to help name the new Western Territory. Schools, band councils, Metis locals and municipal offices throughout the Western Arctic received information packages with details of how to submit a suggestion. There were also advertisements in local papers. We want to hear from you. If you think the new territory should have a new name, let us know what name would capture the heart and soul of the people and the land we live in. If you think Northwest Territories is just right, then let us know that, too.

So far, over 300 people have let us know what they think the name should be and why. Of those, 95 per cent have suggested keeping the name "Northwest Territories''

Whether you want to keep the name "Northwest Territories" or want something new, we need to hear from you. The only way we can know what people think is if you call us, write us or send us a message on the information highway. Make sure your voice is heard.

Item 11: Petitions May 12th, 1996

Mr. Speaker, I would like to present Petition No. 16-13(3) dealing with the matter of the MLA report on compensation. Mr. Speaker, the petition contains 155 signatures and, Mr. Speaker, the petitioners' request: "We, the undersigned, request that the MLA compensation benefits package be publicly debated and resolved." Thank you.

Question 204-13(3): Local Housing Organizations Funding May 12th, 1996

Thank you. I thought that was notice, so I thought that was the end of the line. Would the Minister know if the deficit that the housing associations were operating at, would that take into account such things

as the $6 million in back rent owed to local housing authorities?

Thank you. In this statement, it indicates that there were LHOs who were operating their programs and were running in a deficit, and there were those who were generating a surplus. I'm asking on the communities that were running their programs in a deficit, is there a connection between those deficits and the economic conditions which exist in those communities.

Question 204-13(3): Local Housing Organizations Funding May 12th, 1996

Thank you, Mr. Speaker. I was most interested in the Minister of Housing's report on the local housing organizations' funding model in his Minister's statement. I have a number of questions for him. Would there be a correlation between those communities that were running in a deficit situation and the economic conditions in those communities?

Committee Motion 4-13(3): To Recommend To Review May 7th, 1996

Thank you, Mr. Chairman. I just wanted to revisit that last question because I am not sure that I understood the Minister's answer. With specific reference to the proposals that your department has received for leased premises for an adult learning centre in Hay River, is it possible that O and M dollars could be identified by Arctic College to proceed with entering into an agreement for leased facilities during this fiscal year?
